Over a year ago, I started reporting on cities that were sending unarmed mental health workers to some 911 calls instead of police. Since then, I’ve talked with more than 100 people, recorded nearly 150 hours of interviews and made several trips to lovely Durham, North Carolina, home of one of the most respected alternative crisis response programs in the country. Today, we’re releasing the final episode of THE FIFTH BRANCH, Tradeoffs' special 3-part series with The Marshall Project. The series zooms in on Durham’s HEART program to understand what this radical change in health care and public safety looks like. This final episode explores what’s proven to be the hardest part of HEART’s work: connecting people in crisis to longer term treatment and support. HEART has been able to link only 20% of the people they’ve met on 911 calls to additional care. That's forcing program leaders to rethink how they operate and to get comfortable blurring the lines between first responder and social service provider. I think today’s episode features some of the most honest discussions of the struggles of programs like HEART, as well as how the team in Durham is pushing to overcome them.
