Coming up to 20 years ago: East Timor, at the time of my talk, was a newly independent nation of Timor Leste struggling with post-conflict issues. Petroleum wealth was seen as essential for economic viability into the uncertain future. Since that time in 2004, it has been a long and windy road to achieve jurisdiction over the Greater Sunrise gas field discovered by Woodside-Burmah in 1974. The field still remains undeveloped due to an impasse over development concept. A study currently being carried out by Wood for JV partner & operator Woodside Energy is currently, I understand, looking into a development concept that will satisfy the national interest and political needs of Timor Leste whilst at the same time meeting the technical, economic, commercial, and operational needs of the operator. It is hoped the independent consultant will come up with a middle-way solution to satisfy all these needs and allow the project to move to full FEED followed by investment approval. What was not foreseen back in 2004 was the edict of COP28 calling for, in effect, for the stopping of all new fossil fuel/LNG projects worldwide. Let's see how all this plays out. A veritable smorgasbord of hot topics this week on Green Signals! Nigel Harris and I look at the challenges of using highly aggregated and simple averages to try and explain the complexity of the current dispute with ASLEF, but we also note (although perhaps with some caution) that Mick Whelan and Huw Merriman have met and talks are underway. Thank goodness and fingers crossed. HS2 is definitely going to Euston (Huw Merriman confirmed as much in our interview with him recently) and now it has been announced that the tunnels from Old Oak Common to Euston will be funded with public money, not private investment. The only surprising thing about that was that anyone is surprised. The only way the tunnels were going to be privately financed was if they were a (very) expensive part of a wider Euston deal and that was never going to happen in the timescales required. Hopefully now something pragmatic will happen with the station itself. We can but hope. And then we have the issue that seems never to go away - the ongoing uncertainty over the Jacobite steam train running between Fort William and Mallaig. At first glance to LinkedIn readers this may seem like a disinteresting story of rail enthusiasts not being allowed to play trains but it’s anything but. Important principles are at stake for the Office of Rail and Road (ORR) and quite understandably, they need to get it right. Meanwhile, a much admired tourist attraction which the operator has done an otherwise excellent job of developing into an important part of the regional economy is now generating previously unheard of negative reactions to the ongoing uncertainty. Oh, and we have time to chat about my love for the Eurovision Song Contest and, it is fair to say, Nigel’s scepticism. Keep in mind that the schedule critical path for the Key Bridge salvage will run through the crane hook. It helps that the tidal swing appears to be 18” or so and the currents are in fractional kts.
