121 new homes have been delivered from two vacant buildings in Park West Plaza, Dublin 12, and Springville House, Cork City. These office blocks had been vacant for a number of years. Issue four of The Housing Agency Policy Insight Series looks at Office-to-Residential Conversions: Case studies from Tuath Housing Association. It is encouraging to see committed spending progressing in the North West region; the £24 million regeneration of the Wirral Waterfront Woodside programme is advancing, providing 1,700 homes, hotels and tourist attractions. Elsewhere, a consultation has opened for 900 homes in Wrexham. A 113-acre site is looking to be developed by the Harworth Group, including 20% affordable housing. The project is part of the Wrexham Local Development plan and will also include the construction of local amenities such as a primary school, sports pitches and infrastructure upgrades. The concerns surrounding the economy are evidenced by the administration of house builder Stewart Milne Homes, caused by rising costs and a challenging supply chain. Regeneration comes in all different shapes and sizes but this one feels like a biggy - unlocking Exeter's canal-side ambitions and delivering high quality, high density, residential led mixed-use on the site of an outdated and largely redundant retail park.   Outstanding vision, energy and commitment from the client team and one of the longest and most forensic planning committees I've sat through, clocking in at just over four and a half hours. But all important and all assessing the balance of benefit versus harm – the judgement any committee needs to arrive at.    Why is this scheme special? Not just because of the design, blending of tenures, creativity of public realm, 423 new homes, and optimisation of the land asset but also because it can kick start the wider Water Lane strategic development area and set a standard for the council’s flagship Liveable Exeter vision.   The debate featured a passionate address from the Leader of the Council, recognising the imperative to do more to deliver homes in the city and the fact that this brings a choice of ‘we must go up or we must go out’. Such simplicity of logic can go missing in a council chamber when nuance and personal perspective often come into play. But on the fundamentals, the Leader was clear, the Director of Development was clear and, ultimately, the committee was clear – the first responsibility of any authority is to act upon and to enable the things its community needs. And a home is surely right up at the very top of the list.   Thank you to the client team at Coplan Estates and Welbeck CP led by colin mcqueston and Edward Flach with Barry Goode and Nick Doyle. A brownfield site doing a much better job and providing a much greater benefit than a bowling alley and a few boxy old retail units.
