It connects the M6 motorway at Penrith in Cumbria to the A1(M) at Scotch Corner in North Yorkshire. The road is crucial for both local and long-distance traffic, facilitating movement between the east and west coasts of northern England. I fundamentally disagree with the former chief operating officer of HS2 who states that it’s not fair to compare us to project costs in Europe", he blames local planning concerns for the project’s escalating costs. I have spent time on the Align programme, a section will include a 3.37km viaduct, 16.04km twin-bored tunnel and five vent shafts handling both intervention and tunnel ventilation facilities. The innovation to achieve this is frankly staggering. Few people will ever appreciate what has been achieved across the curtailed HS2 programme. Genuine world leading innovation, design and delivery. But… of course it was going to eyewatering expensive, and yes… it should be compared to delivery across Europe as to enable it to be benchmarked and understood that when you bend to the demands of every planning authority from London to Manchester, you tunnel, you cut and you viaduct most of the 200-mile route, ITS GOING TO COST 10X that of at grade. How can politicians make a decision without understanding the FACTS! 'Speak Truth to Power' - not 'Strategically Misrepresent'. On the 8th March it was announced Charles Banner KC will lead a major review into speeding up infrastructure projects, Banner, who is also a peer in the House of Lords, will examine whether nationally significant infrastructure projects (NSIPs) are “unduly held up by inappropriate legal challenges”, and how that could be “effectively resolved”. We live in a democracy (actually a benevolent dictatorship), so I’m not suggesting that we ride over all planning consultation with a steam roller. But at some point, if we are going to deliver any significant infrastructure projects / programmes (Schools, Hospitals, Prisons, Roads, Runways) then we need to get a serous grip on planning and say FOR THE SAKE OF THE NATION the NIMBYS need to be shut down, and enable the country to deliver the most viable and economic solution… otherwise the white elephant of HS2 that doesn’t really go to Birmingham or London, let alone to Manchester and Leeds will be repeated time and time again. The Fight to Get the Lead Out It’s possible that the LSL replacement work presently underway across the country will falter and history will repeat itself, but I seriously doubt it. Too many positive factors are moving this effort forward—from successful case studies to partners that have committed to the fight to historic levels of funding that are available specifically to get this important work done. In the end, a simple but relentless drive to correct an injustice that has remained unresolved for far too long will pull us through. Recommended ENR article for those interested in risk management on design-build infrastructure projects. We at ZGB observe these project risks daily while serving our clients. We work tirelessly to help our clients manage these risks. We are encouraged to see creativity employed and team collaboration fostered at the agency level on these projects to help control and reduce risk. Excerpts from the article about a project in South Carolina involving major industry players we at ZGB have been fortunate enough to represent and work with: “The biggest change for the project has been the rephasing of [one of the phase]. It became apparent that risks in underground utility locations left it too exposed for potentially large change orders…Agency leadership canceled its procurement…and broke [the phase] into five smaller phases to reduce those risks.” “The rephasing plan breaks off utility work—and risk—into a stand-alone project. It breaks remaining work into smaller, more manageable pieces, opening opportunities for more design-build contracts.” A leading design firm noted: “It’s a challenge of constantly monitoring those risks and anticipating changes applicable to each of those risks…And then, tied to each of those risks is obviously cost and schedule impacts, because time equals money.” “Today, our biggest challenge… is cost and schedule control…” One leading design firm uses “a cost schedule risk analysis, bringing together team members and subject matter experts to talk about base cost estimates and schedule, finding probabilities of risks and their potential cost and schedule impacts.” “This is a three-day workshop we’ve conducted for the past four years, which has allowed us to control the cost as much as we can…It’s been quite effective.” “Design-build has been key to the project,” allowing "industry to build a better mousetrap for us, and show us how to use ... creativity to take advantage of some efficiencies…We’ve seen some great ideas ... be implemented in construction.”
