PT Pertamina (Persero) has appointed ABL to enhance asset management at Cilacap Refinery Unit IV in Indonesia. ABL's Asset Integrity Management (AIM) unit will lead a project to optimise #maintenance and ensure #reliability across RU IV. 🛠️🌏 As part of its modernisation of RU IV, Pertamina has embarked on a programme to improve the management of the refinery unit's 85,000+ assets, and implement a maintenance master data improvement project as the initial step. 🗣️ David Heavey, ABL’s Asia Pacific regional director of asset integrity management 💬 "We are proud to support one of Indonesia's most vital refineries by leveraging our expertise. Tank farms are among the most important assets in a crude oil refinery and are responsible for the worst emergency scenarios in a crude oil refinery, for this reason, these assets demands special attention during design, operation and maintenance steps as well as asset management actions. Unfortunately, part of the refining personnel and managers do not have adequate knowledge about the relevance of this operating area in a crude oil refinery and the priority of maintenance and capital investments in transfer and stockpiling assets are underrated in relation to the refining units. The video below is a didatic example of how severe is a fire in a hydrocarbon storage tank farm and remind us to the necessity to consider the risks scenarios of the stockpiling area in the emergency plans of a crude oil refinery, especially those related to the necessity to evacuate adjacent communities, this accident ocurred in the Balongan crude oil refinery, in Indonesia, on 29 march 2021. The refinery have a processing capacity of 150.000 barrels of crude oil per day, despite the efforts of the fire fighters, the four crude oil storage tanks was severely damaged. Despite this case description, it's important to keep our vulnerability sense and understand that all downstream player in any country is subjected to these risks and the actions which really can block these occurrences is an adequate and sustainable asset management policy based on the sustainability tripod People, Planet, and Profit (Three Ps) that establishes the bases of a most sustainable management aiming to prioritize the life and environment in detriment of the business if necessary. Despite the relevance of the other factors, in my point of view the process safety in stockpiling area of crude oil refineries relies on three main factors: Asset Management, Operational Discipline, and Integration with the another operating areas of the refinery... How is going your asset management policy? How the operational deviations is treated, there is a just culture is your company?
