ICAO defines Safety Promotion as the part of SMS that empowers people by education and demonstration methods. As such, I have decided to attempt to help educate the General Aviation populous on an accident that very well could have take my life less than a decade ago. The concept of the ELT was significantly propelled by the loss of prominent individuals in air crashes, including the disappearance of U.S. Representative Hale Boggs in 1972. This led to the passing of the Emergency Locator Transmitter requirement in 1973 by the U.S. Congress. ELTs transmit distress signals on specific frequencies, primarily 406 MHz, which is monitored by the international satellite system known as Cospas-Sarsat.
