Reflecting on Progress: Stakeholder Meetings Drive Empowerment On March 29, the USAID/Armenia Public Finance Management (PFM) Activity organized the sixth in a series of stakeholder meetings, which aim to empower local civil society organizations (CSOs) with a deeper understanding of the budget process within the Ministry of Labor and Social Affairs (MOLSA) of the Republic of Armenia and key mechanisms of CSOs’ participation in policy formulation. Representatives of 33 CSOs came together with MOLSA officials to actively engage in discussions around the Ministry's draft budget for fiscal year 2025. The dialogue focused on expected changes within the draft budget and emphasized the significance of establishing robust performance indicators. IBI's team thanks the Secretary General of MOLSA and representatives of the USAID/Armenia Democracy and Governance Office for their valuable contributions. #DYK Since the enactment of #Kenya's Constitution in 2010, fiscal decentralization and public financial management have become central to #policy reforms. A 2017 survey by the Council of Governors (CoG) identified common #FinancialPerformance issues among Kenyan counties, including poor system design, lack of documentation, and challenges with automated bank reconciliation. #PacificPeoples | #PROJECTGovernance Responding to a request from the Government of "#Kiribati, this week from 18 - 19 June, a team from #PROJECTGovernance provided technical assistance in the following key areas: progress the establishment of a National Human Rights Institution #NHRI and develop a customised i-Kiribati version of IMPACT OSS (an online tracking tool on the implementation of #humanrights progress). The team collaborated with the Human Rights Taskforce and IT officers from eight key ministries (including the Ministry of Justice) in this regard. As part of the two-day discussions, participants agreed on the need to customise IMPACT OSS to meet i-Kiribati needs. Once Kiribati launches its version of IMPACT OSS, the platform will publicly showcase progress on the National Development Plan, Sustainable Development Goals, and human rights obligations. This tool is expected to streamline reporting processes, allowing more resources to be allocated towards implementation, and enhancing government and public oversight. Ultimately, this will enable the government to better analyse areas for increased focus and public accountability. In terms of the work required to establish an #NHRI, participants reaffirmed their commitment toward this work and discussed budgetary and logistic details to progress these initiatives further. The PROJECT Governance team provided the Kiribati Human Rights Taskforce with the necessary information to develop a cabinet paper proposing the #NHRI establishment as a first key step to progress this work. 🤝 The discussions and technical assistance is supported by the USAID Pacific Islands through #PROJECTGovernance implemented by SPC.

Our focus areas encompass achieving value for money in public spending, promoting budget transparency for greater accountability and participation, ensuring sustainable public debt management and building institutional capabilities for Public Financial Management (PFM) reform. CABRI has extensive experience working across sectors such as education, agriculture, health, extractives, infrastructure, and water, sanitation, and hygiene. With this call, we seek to constitute a Panel of Experts to provide specialist services in PFM to support various aspects of the PFM reform agenda. CABRI, mindful of the current complex global fiscal context, and more so, how it pertains to the African continent, has an aspirational agenda for strategic country PFM reform. Our programmes include Building Public Financial Capabilities, Budget Transparency and Accountability, Value for Money, Gender and Climate Change, Sustainable Public Debt Management, Own Revenue Mobilization, and Financial and Information Management Systems. Good Governance Africa recently released the fourth and latest version of the Governance Performance Index (GPI), a robust tool assessing the functionality of South Africa's 257 municipalities. The GPI evaluates municipal functionality according to the constitutional role identified for local government. Among the core dimensions the GPI considers as part of its analysis are administration, leadership, planning and service delivery. In the figure below, we show how WSA* and non-WSA** districts score in the different dimensions of the GPI. The graph shows the combined score for each dimension and highlights how non-WSA** districts tend to do better than WSA* districts.
