The 28th of February 2025 the War Studies Research Centre (WSRC) will be organizing a conference focusing on this 'diversification' of civilian actors on the battlefield. During this conference we want to consider some of the legal implications of states' increased reliance on civilian and corporate actors in national defense policies and scenarios. Those interested in the topic are invited to submit an abstract before the 1st of November. For further details and some suggested topics, please see the attached call for papers.

We have just completed the Contemporary Base Issues (CBI) course at the 107th ATKW! A course meant to identify, address, and effectively resolve contemporary base issues in accordance with law and Air National Guard policy. Educational areas of emphasis include status, military discipline, ethics, standards, readiness, mental health, sexual assault, domestic operations, and leadership. 🚨 Morena to Fast Track Reform Granting Military Control Over the National Guard Today, September 19, Morena will push for a reform in the Lower House that would transfer full command of the National Guard (GN) to the Ministry of Defense (Sedena). This proposal, which amends 12 constitutional articles, seeks to establish the GN as a permanent military force responsible for public security. The reform would allow the president to deploy the GN for internal security and defense, while Congress defines the regulations for its operation. However, this move raises significant concerns. The reform blurs the line between military and civilian roles, which is fundamental to democratic governance. Critics warn it could lead to increased human rights violations, reduced transparency, and weakened accountability, as the military operates under different legal standards than civilian police. Is this the right path for Mexico’s security?

The version there incorporates changes made to the bill during Full Committee markup on 13 June.
