The White House’s National Science and Technology Council (NSTC) has just released a significant new report, setting the stage for enhanced U.S. leadership in international quantum information science and technology (QIST) collaboration. Building on the 2018 National Strategic Overview for QIST, this report from the NSTC Subcommittee on Quantum Information Science (SCQIS) outlines three crucial policy recommendations: 1. Dedicated Funding for International QIST Collaboration: The U.S. should establish long-term funding mechanisms specifically for international QIST partnerships. This will not only showcase American leadership but also accelerate quantum technology deployment and strengthen the talent pipeline. 2. Enhanced Interagency Coordination: Improving coordination across agencies will streamline international cooperation, remove barriers, and leverage joint investments, ultimately reinforcing a cohesive U.S. strategy in global QIST engagement. 3. Metrics for Global Competitiveness: To maintain a competitive edge, the U.S. must establish and track benchmarks for QIST progress, working alongside international partners to ensure these metrics are globally aligned and technology-agnostic. These recommendations are vital for sustaining U.S. leadership in the rapidly evolving field of QIST. Excellent article from Jennifer J. on the Quad three years on, what it's done and more importantly, what it needs to do next. For me, the Quad's strength lies in its flexible, agile approach - it's a strategic dialogue, rather than a formal arrangement. But that same flexibility also means that the Quad isn't set up to deliver against its ever-growing agenda. It lacks the central admin functions so often needed to determine agreed priorities, to earmark resources, to establish funding lines and to generally herd the cats - in short, to turn political and working group objectives into concrete outcomes. The first three years of Quad have set out key areas of common interest and potential collaboration - the focus now should be on turning Quad objectives into actionable projects. A good first step would be to establish a Quad project fund and a small project office to identify where Quad objectives can be 'spun out' into existing arrangements and organisations with the time, resources and expertise to pursue them. This is even more true for Europe/Germany. „…but maintaining competitiveness in the long term will require embracing uncertainty.“ But don’t get fooled about „the end of Moore‘s Law“. Instead we‘ll see an acceleration of computing power as other technologies and methods are already warming up.
