O & E 4.16.24 Boards of Education and the universal private school voucher arrangement.   At the state level, the responsibility of the state is clear—to secure, by taxation, a thorough and efficient system of common schools. (State officials for more than 26 years have not perfected a thorough and efficient system of common schools even though the Ohio Supreme Court ruled the system unconstitutional on March 24, 1997.)
