New Zealand must adopt a more comprehensive approach to measuring health sector productivity. Productivity must account for not just the quantity but also the quality of healthcare delivery. Metrics should include patient outcomes, such as survival rates and patient satisfaction, as well as system-level outcomes like reductions in waiting times and hospital-acquired infections.
