The Climate and Equitable Jobs Act (CEJA) further expanded the program in 2021. The U.S. Department of Energy (DOE)’s new resource page, "Solar Energy Resources for City Energy Planning," aims to help city energy planners set solar energy goals and turn local government energy plans for renewable energy adoption into reality, advancing the clean energy transition one community at a time. The webpage provides an overview of tools and resources for city energy planners from DOE and national labs, and overlaps with topics including codes and standards.

Check out this report (link in comments) that our team collaborated on with the Canadian Renewable Energy Association (CanREA) on topics related to reliability (i.e., ancillary, grid) services from IBRs or VERs. What are the grid services, how do they differ by jurisdiction, what are their requirements, and how do providers receive compensation? Can VERs and IBRs provide frequency and voltage control services today? Yes, they do, and yes, they can. The technical capability has been proven. It may not be the same as how conventional synchronous generators provide the services and the extent to which they will provide these services needs consideration for a few important aspects. For example, for VERs, we need to build confidence with operators or understand what level of energy can be available to provide an upward power service, when needed, based on wind and solar production uncertainty. Secondly, it needs to be economic for the resources to provide the service, both for the asset owner and for consumers. We think it can be in a number of situations, and those situations may be growing as traditional resources retire. This is also why we are working with the DOE Solar and Wind Offices to conduct long-duration demonstrations of wind and solar assets providing these grid services to understand what may be necessary for it to occur more regularly in practice.

Solar combined with energy storage (solar+storage) can provide cost savings and keep essential services powered during grid outages. With funding support from Kresge’s Environment Program, Clean Energy Group (CEG) has released a series of resources for individuals and organizations who are considering implementing solar+storage projects. In a new guide titled Understanding Solar+Storage, CEG addresses 12 common questions related to solar+storage benefits. CEG also published a Project Checklist with seven steps to begin the process. SOLAR IN ILLINOIS UPDATE: Illinois will be changing its net metering program for new renewable energy customers on January 1, 2025, as part of the state's Climate and Equitable Jobs Act. After December 31, 2024, customers who connect renewable energy systems to the grid will no longer be eligible for full retail rate net metering. Instead, they will receive energy supply credits for any excess energy they send back to the grid. The new compensation rate plan has not yet been finalized, so it's not clear how much lower savings will be
