Today, the 2nd plenary meeting of the new European standards committee - CEN/TC 473 'Circular Economy'- began at BAM’s location in the Berlin neighbourhood of Adlershof. CEN/TC 473 ‘Circular Economy’ was established in 2023 by CEN, the organisation that develops and publishes standards at a European level. The committee's goal is to strengthen the European voice within global standardization activities around circular economy set up. It will focus on developing horizontal standards related to European specific prerequisites, legislation, and policy. The plenary meeting will continue tomorrow at DIN Deutsches Institut für Normung e. National Productivity Boards (NPBs) aim to enhance policy making relating to productivity and competitiveness. While the network of NPBs is well established more than seven years after the adoption of the NPB EU recommendation, not all EU Member States have an NPB in place and there are considerable differences in NPBs’ institutional design, capacity, and involvement in policy making. Together with Alessandro Turrini and Luis García Lombardero I assess the implementation of the NPB recommendation in this European Economy Discussion Paper. Our findings suggest that NPBs can especially benefit from stronger provisions to guarantee independence and adequate resources and from practices boosting their participation in policy making. ❓Actually how ‘new’ is EFRAG’s new guidance?❓ We’ve reviewed the finalised EFRAG guidance on double materiality and value chain. What really surprised us was how little they’d changed from the December drafts. So, what three things have we learnt, and what’s still missing? ✅ Three new things we have learnt: 1. Stakeholder engagement is valuable, but isn’t the right place to start. It should be used for gap filling and validation of objective information, not as the beginning of the assessment. 2. There’s new guidance for managing materiality analysis for groups with subsidiaries operating in different markets and contexts, to help simplify evaluation and disclosure. 3. Whilst policies, actions and targets can be developed over time, metrics are mandatory from day one (even if you have to rely on big estimates). ❌ Two key areas where guidance is still lacking: 1. There’s still no further guidance on setting materiality thresholds. In our CSRD SOS paper, we heard this was one of the top frustrations for practitioners, and risks undermining CSRD’s objective for consistent disclosures. 2. There’s still no further guidance on the assurance process. This is making it difficult for practitioners (and assurance providers) to know what documentation to prepare - leading lots of companies to be wasting money and resources ‘over cooking’ their documentation. There’s an Irish theme to this week - with our first meeting of #RTPIIreland’s policy group, discussing the draft #NationalPlanningFramework. As you might expect for a document that runs to 190 pages there was a lot to talk about! A huge thanks to everyone for their insights - we ranged through quite a lot of topics from biomethane to landscape, tourism and housing. And, we discussed both the high level aspirations of the NPF as well as the substantive detail. We’ll put all of this into a draft response which the Irish Executive Committee will consider at its next meeting. The closing date for comments on the NPF is 12th September, the date of the RTPI Ireland’s #Annual #Conference. The first session of the day will discuss the NPF - with a speaker from the Department joining us. In Session 2 we’ll be focussing on social value in development, and the day will round off with a session covering climate action and the circular economy. 2moI loved listening to Bahareh van Boekhold present on this white paper at The American Council for an Energy-Efficient Economy (ACEEE) #Summerstudy. She engaged the audience through her lovely sense of humor, and well organized content, and challenged traditional perspectives on codes with such clarity and insight. I’m excited to see pioneers like her driving meaningful change by embracing a participatory approach to policymaking.
