Ontario One Call (ON1Call) provides a crucial service by coordinating the safe excavation process across Ontario. By acting as a centralized hub for “Call Before You Dig” inquiries, it helps excavators, homeowners, and other parties locate buried utilities before digging, preventing accidental damage to infrastructure such as gas lines, electrical cables, water mains, and telecommunications cables. While its mission to protect workers, the public, and infrastructure is commendable, Ontario One Call’s value and effectiveness can be analyzed critically. Ontario One Call has indisputable value in enhancing safety and protecting Ontario’s buried infrastructure, contributing to both worker and public safety. However, its full potential is hindered by issues such as process inefficiencies, response time delays, and limited enforcement capabilities. To maximize its impact, Ontario One Call could benefit from continued investment in process improvements, better alignment with industry needs, and potentially enhanced regulatory authority. Addressing these challenges would solidify its role as a reliable and indispensable safety partner in Ontario’s excavation landscape.
Today, the Ministry of Public and Business Service Delivery and Procurement announced a new regulation under the Ontario Underground Infrastructure Notification System (OUINS) Act, 2012 that would allow designated broadband projects to have the option of using the Dedicated Locator (DL) Model or the standard locate process to locate underground infrastructure if all or part of the project is located: · In Northern Ontario as defined by the OUINS Act; or · In a local municipality with a population of less than 100,000 people. The National Infrastructure Commission has published its report investigating cost drivers of major infrastructure projects in the UK. The Commission states that it undertook a systems analysis and identified the following four interrelated factors which act together as a major barrier to the consistent delivery of projects on time and on budget. This is really good. Sounds boring but putting in place a pipeline for "unsolicited bids" means good ideas can get to govt. Needs to happen in councils too. One of my greatest frustrations I had as a local govt councillor, was the lack of a mechanism to consider good ideas out aside of the procurement system. One was a cool tech idea for parking which could have saved the council money. It was a real impediment to innovation. #infrastructure #procurement #innovation https://lnkd.in/g9mf3Tqh

These topics will remain high on the agenda of UNIRAILINFRA for the foreseeable future.
