Indian states have been undertaking several policy actions to attract investments into their state and support the Ministry of New and Renewable Energy (MNRE) and the National Green Hydrogen Mission. States such as Maharashtra, Uttar Pradesh, Andhra Pradesh, Rajasthan, and West Bengal have adopted comprehensive policies to boost green hydrogen production and investment. Madhya Pradesh and Odisha have integrated green hydrogen into their renewable energy policies. Other states, including Gujarat, Punjab, Haryana, Bihar and Assam have prepared draft policies, while Karnataka, Himachal Pradesh, Tamil Nadu, and Kerala are in the process of formulating their policies and are engaging in initial projects by offering incentives and subsidies, giving a first-mover advantage to projects within their regions. India's announced green hydrogen production for 2030 stands at 7.3 MMT (As of April, 2024). Furthermore, the Ministry of Ports, Shipping, and Waterways is developing three major ports—Kandla, Tuticorin, and Paradip—as hydrogen hubs to facilitate export-driven demand. Additionally, Gopalpur, with partners like ACME, Hygenco, and Avaada; Visakhapatnam with NTPC; and Kakinada with AM Green, Mundra with Adani are emerging as potential centers for the production, utilization, and adoption of green hydrogen and its derivatives. As it closes in on one year since our #Cabinet and Hon. #MNRE launched India's National Green Hydrogen Mission, we reflect on the year comprising a lot of 'firsts' for this sector in the country. 1️⃣💡MISSION - #NGHM, released in January, set a target of 5 MMTPA of GH2 production in India by 2030. The Green Hydrogen #standard was subsequently released in August stipulating a well-to-gate emission threshold of 2 kg CO2e/kgH2 as a 12-month average. While details on implementation are awaited, these provide strong and visionary direction for the industry. 2️⃣📃 POLICY - #StatePolicies in Andhra Pradesh, Uttar Pradesh, Odisha were released, with Rajasthan, Gujarat and Tamil Nadu among others in draft/development stage. While some of interventions are stronger than others, this sets the sub-national activities in motion, forming the bedrock of the industry. 3️⃣💰 INCENTIVES - Two SECI tenders were released in July facilitating 450 KTPA in GH2 #production and 1,500 MW of #electrolyser manufacturing, both with production #incentives. Despite strong debate on the quantum of the incentives, these tenders were well subscribed triggering a competitive landscape among domestic and foreign participants, and established companies and younger startups alike. 4️⃣🔋 TECHNOLOGY - The government and CPSUs flagged off hydrogen #FuelCell #buses and refuelling stations in New Delhi, Leh and Ladakh, cheered by auto OEMs, fuel cell manufacturers, energy producers as well as the R&D community. Plenty more to come on #disruptive technology for production, storage and logistics of hydrogen. 5️⃣🚩 OFFTAKE - We saw industrial offtake taking shape with GH2 procurement tenders floated by #refineries and #steel manufacturers. Every tender drew strong attention - some positive, and others ambivalent. In 2️⃣0️⃣2️⃣4️⃣, we hope to see stronger bilateral ties for India being forged 🤝🏻, especially for exports of green commodities 🛳; detailed implementation roadmaps being tabled 📄; a domestic electrolyser manufacturing industry being established 🏭; and on-ground project development beyond feasibility studies taking place ⚙️. Who will cry when #coal will die? India hasn't committed to coal phase-out. But it'll inevitably happen when the share of #RenewableEnergy increases in the electricity grid. A paper by Rohit Chandra and Sanjay Mitra for National Institute of Public Finance and Policy (NIPFP) shows as net flow of electricity moves towards RE-rich states, the coal ones will face combined fiscal deficit of 8.66%. This means severe revenue hit to states like Jharkhand, Chhattisgarh, Odisha. Another significant blow is the loss of #jobs. As mines will close, not all will find alternate employment oppurtunities, in the same or allied sectors - especially the unskilled staff working in coal mining. Coal India Limited is though confident there is no immediate threat to employment. Except Jharkhand, no other state has taken a govt level step towards #JustTransition. It would not necessarily require a legislations but an underlying change in policy planning. Because a transition is inevitable, decisions made in this decade will decide if it's just or not. Notably, Adani is constructing the world's largest renewable park in Khavda, Gujarat, covering an area of over 530 square km. 🚨 India's Methanol programme takes a leap forward Bharat Heavy Electricals Limited (BHEL) has secured an order to demonstrate methanol firing in a gas turbine at NTPC's 350 MW Kayamkulam Combined Cycle Power Plant in Kerala. This first-of-its-kind project in India aims to revive unutilized gas turbine sets nationwide. Why This Change? The 'Methanol Economy' programme, driven by NITI Aayog, aims to reduce India's oil import bill and greenhouse gas emissions. Methanol, though slightly lower in energy content than petrol and diesel, can replace these fuels in transport, energy, and retail cooking sectors. Blending 15% methanol in gasoline can cut gasoline/crude oil imports by at least 15% while reducing GHG emissions by 20%, significantly improving urban air quality. Furthermore, blending 20% DME in LPG could save Rs 6000 crore annually and reduce consumer costs. BHEL's scope includes technology support, equipment supply, associated auxiliaries, and erection and commissioning. The methanol firing demonstration is planned in two phases: Phase I involves testing methanol firing at 30-40% load over 12 months, while Phase II will aim for 100% load based on initial results.
