In my opinion and experience, its not a safe practice , and impossible to do on a 33kV power line. Example shown Looks like much lower voltage at first, and second - the power line is being damaged so you already have a power outage, don't you ..? 🤪 If there is any kind of protection implemented on tbis power grid, and provided it is fully functional and not being intentionally disabled, it would trip the power supply at this line at one of the ends at least, and after the joint it would trip the supply at both ends.
That's another example of unsate job.
