Many projects plan for commissioning only after construction has already started - at the red arrow below. The problem with this, is that all the earlier phases of the commissioning process are missed. And this is too late to properly inform construction groups with the information they need during the construction completion phase. Projects have to play "catch-up" to try to recover from earlier missed processes, or risks that could have been mitigated earlier, are now becoming expensive mistakes. Commissioning is not only about testing... Testing is one part of the process. Commissioning is a management philosophy on how to complete capital projects - by starting with the end in mind. The problem is - many project managers are not taught the project management approach to commissioning. It's not their fault, it's just that there's been no reliable source of information to help everyone understand the commissioning process required to manage completion of electrical and mechanical systems. The ICA Global Commissioning Standard bridges this gap, for everyone to understand the management philosophy required to complete capital projects using a project management approach to methodically and predictably complete projects during commissioning.
