The importance of this guideline cannot be overstated. While simply a guideline in current state, this is the first and critical step in adopting regulatory advancements required to meet todays construction challenges. A quick overview below. I’m sure we can all agree that regulation is generally years behind innovation. Not just in the new age of tech enabled companies, but also in the old-fashioned construction industry. For years the current regulatory process captured the majority of project deliveries, with a few exceptions. The >20,000 AHJ’s reviewed all construction documents for traditional builds and state-based agencies reviewed all modular construction builds. The process is well defined locally and at the state level, I won’t dig into pains associated with getting approvals through, that’s another post. While traditional and modular projects are well regulated and documented, anything in the middle is completely undefined. In the last 10-15 years, innovation in the middle of those delivery types have advanced significantly, while regulation has not. If you plan to execute a project with any innovative prefabricated components, you are shoehorned into one of the two regulatory processes and forced to meet their regulations. This shoehorning forces a decision, do we limit our innovation to meet local AHJ review and inspection practices, or do we expand the components further to submit through a state modular review. This decision point kills construction innovation as most projects do not have infinite timelines or budgets. This guideline is a huge piece to opening up construction innovation and efficiencies. Not done yet, but a big tip of the cap to the ICC for understanding, not only the need for this advancement, but also the inevitable adoption of industrialized construction and prefabrication as our industry strives to solve major societal problems, such as housing shortages, labor shortages, sustainability, affordability, and more. If you’ve read this far, please don’t keep scrolling with the belief that I don’t like traditional construction or modular construction. I’m a huge fan of both, but I am a firm believer that between the two will be the area that innovation explodes in the near future. What is a "non standard" build? " A standard build is designed and constructed from common industry recognised standards and codes. The approved documents will be relevant in many standard buildings. Anyone using the approved documents should have sufficient knowledge and skills to understand the guidance and correctly apply it to the building work. This is important because simply following the guidance does not guarantee that building work will comply with the legal requirements of the Building Regulations and Approved Documents A-S. Non-standard builds are buildings that include anything outside of common construction techniques in England and do not follow industry recognised design principles set out in relevant ‘Building Codes’ (see below). They could include those buildings not fitting the notional set of common and long-established building methods. ‘Building Codes’ include (not exhaustive): Approved Documents, British Standards and Technical Documents (e.g. Health Technical Memoranda (HTM)). Non-standard may include any of the following (list not exhaustive): • difficult ground conditions • buildings with unusual occupancies or high levels of complexity • very large or very tall buildings • large timber buildings • some buildings that incorporate modern construction methods. Approved documents are intended to provide guidance for some of the more common building situations. However, there may well be alternative ways of achieving compliance with the requirements. Thus, there is no obligation to adopt any particular solution contained in an Approved Document if you prefer to meet the relevant requirement in some other way " Building Safety Regulator. Aaron Landolt says that standardization will bring down the cost of building facilities in modules. He also says it'll increase the constructor’s ability to scale because the entire plant will have a plan. Still, lots of people don't think about planning and design this way (or at least not yet).
