The full U.S. Senate has began consideration of the three nominees for the Federal Energy Regulatory Commission (FERC). IPAA and 17 other energy stakeholder groups wrote Senators Chuck Schumer and Mitch McConnell urging them to confirm all the nominees ASAP to ensure an efficient, sustainable, and resilient energy system. "A loss of quorum would eliminate the agency’s ability to approve construction of new LNG terminals and natural gas pipelines, move major electricity market rules, or perform other key functions... freez[ing] the economic growth spurred by energy infrastructure development." This week IPAA and national energy associations joined together to issue a letter of support for the Energy #Permitting Reform Act of 2024, introduced by Senate Energy & Natural Resources Chairman Joe Manchin (I-WV) and Ranking Member John Barrasso (R-WY). Collectively, the signatories represent over 80% of our nation's energy. The bipartisan legislation seeks to strengthen American energy security by accelerating the permitting process for critical energy and mineral projects of all types in the United States. Today we’re sharing some memories from construction of the Florida Gas Transmission (FGT) pipeline. The initial part of the system built half a century ago across Florida’s Panhandle was the state’s first major natural gas pipeline. Fast forward to today after many additions and upgrades, FGT consists of approximately 5,362 miles of pipelines extending from south Texas through the Gulf Coast region of the United States to south Florida. It is the principal transporter of natural gas to the Florida energy market, delivering over 60% of the natural gas consumed in the state. FGT is owned by Citrus Corp., which is a 50/50 joint venture between Energy Transfer and Kinder Morgan, Inc. Canadian midstream giant Enbridge has proposed a major expansion to its Algonquin Gas Transmission (AGT) natural gas pipeline, one of a handful of major interstate lines delivering gas into New England. The expansion project, named Project Maple, would boost capacity on AGT by 720mn cf/d (20mn m3/d). If completed, this would increase AGT's total flow to 3.81 Bcf/d. The company's target in-service date is November 2029. Most of the construction would take place in or adjacent to existing rights-of-way, reducing the opportunity for organized opposition to block the project. "Brownfield" expansion projects generally do not require state water permits, which are often the downfall of "greenfield" gas projects (new gas lines) in the northeast, where state regulators do not issue the permits so easily. Aside from the Mountain Valley pipeline, which prevailed over local opposition only by congressional intervention, developers generally do not view the northeastern US as a viable region to site new interstate pipelines.
