This is a strong signal of intent from the new Government to unite efforts in the digital transformation of public services under one department. My personal call to Peter Kyle and the Department for Science, Innovation and Technology is to now align this strategic decision to accelerating the engagment of SMEs who already play a pivotal role in UK innovation and are world class leaders in (human and technical) science. So many SMEs have a deep understanding of the digital landscape (a lot of them are shaping it) and I passionately believe the Public Sector needs to tap into this market, rather than continuing to rely on the same Prime suppliers who worked on yesterday’s problems and think they will be the right choice for tomorrow’s challenges….. #DigitalTransformation #DigitalGovernment #DSIT #SMEActionPlans

I follow issues around the digital divide from a social policy perspective but must admit I hadn’t thought about this aspect. I have focussed on access for those that may not be proficient at using or affording our increasingly on line service provision. Such as the elderly, whose cognition, eyesight, dexterity and even the sensitivity in their finger tips which diminishes with age are faced with digitised access to bus and train services, banking, council services, booking Drs appointments etc etc . But I hadn’t thought about transparency of digital records and how the FOI processes might have fallen a long way behind in this area.

CDT Europe, together with 16 CSOs, just released a civil society statement on meaningful transparency of risk assessments under the Digital Services Act (#DSA). ✅ Meaningful transparency of risk assessments and audits enables external stakeholders, including civil society organisations, researchers, journalists, and people impacted by systemic risks, to scrutinise the assessment and ensure it is more than merely a “tick box” exercise. 👥 #Transparency is crucial for explaining how exactly the risk assessment may have influenced Very Large Online Platforms (VLOPs) and Very Large Online Search Engines’ (VLOSE) design and development of their services, including algorithmic systems. 💬 VLOPs and VLOSEs should therefore publish all information about the risk assessment and auditing processes that makes it possible for stakeholders to meaningfully evaluate the results of the assessment as well as the methods used. 🚨Tech policy alert: various EU countries have not yet designated or empowered their Digital Services Coordinators under the Digital Services Act (DSA). A reminder that according to the DSA: ➡ Recital 110: "The Digital Services Coordinator should act as the single contact point with regard to all matters related to the application of this Regulation for the Commission, the Board, the Digital Services Coordinators of other Member States, as well as for other competent authorities of the Member State in question." ➡ Recital 118: "In order to ensure effective enforcement of the obligations laid down in this Regulation, individuals or representative organisations should be able to lodge any complaint related to compliance with those obligations with the Digital Services Coordinator in the territory where they received the service, without prejudice to this Regulation’s rules on allocation of competences and to the applicable rules on handling of complaints in accordance with national principles of good administration." ➡ The Digital Services Coordinators are responsible for, among other tasks: ➵ ensuring users can lodge complaints in their place of residence against platforms; ➵ awarding the status of trusted flaggers; ➵ vetting researchers. ➡ To learn more about the DSA, join my lightning lesson next week (link below). ➡ For more information on tech policy & regulation, subscribe to my newsletter. #DigitalServicesAct #DSA #techpolicy #techregulation #eucommission #eulaw

Australia and the European Union are deepening our digital relationship. We met for virtual talks as part of the 2nd EU-Australia Digital Economy and Technology Policy Dialogue on 12 June 2024. Our Deputy Secretary, Science and Technology Group, Helen Wilson and Thibaut Kleiner Director, Policy Strategy and Outreach, DG CNECT co-chaired the agenda. The meeting discussed: • working together on online safety • approaches to data governance • regulation, policies and industry support measures to realise the benefits of AI for all. The eSafety Commissioner and the DG CNECT also signed an administrative arrangement ahead of the meeting. This will help them exchange information on online safety and improve regulation of online platforms. We look forward to more cooperation with our EU partners.
