Evaluate land availability for the plant, considering buying versus leasing options. #2 – Project Planning🧠 When discussing budgets, meet with shareholders, government agencies, and owners. Assess community affordability for extra taxes. Decide on wastewater types and hiring specialized engineers. Create checklists for permitting and construction phases with the construction company. #3 – Permits👩💻 Before construction begins, permits are required from the town/city and the EPA, including a Pollution Abatement Facility Operator License for sewage discharge limits. Wastewater treatment plants must be classified based on flow rate. #4 – Construction🏗️ When building a wastewater treatment plant, tasks include constructing the plant, roads, utilities, and additional buildings. Understanding the nuances of stormwater discharge permitting in construction projects is crucial for contractors to ensure compliance and avoid unnecessary delays or penalties. While the general rule dictates that projects disturbing one acre or more of earth require coverage under the applicable construction stormwater discharge general permit (CGP), there are several lesser-known exceptions and intricacies that contractors must be aware of. One such exception involves projects disturbing less than one acre of land, where CGP coverage may still be required if the project is part of a common plan of development or sale that will ultimately disturb one or more acres. Moreover, off-site disturbances, such as staging areas or laydown yards, may also factor into the permitting process, even if on-site disturbance is minimal. Additionally, certain jurisdictions may mandate CGP coverage for projects under one acre, emphasizing the importance of understanding local permitting rules. Furthermore, contractors must navigate exemptions related to local delegated programs, low-erosivity waivers, combined sewer systems, and projects on federal facilities or Indian lands. These exemptions vary by state and project type, highlighting the complexity of stormwater permitting. Oil and gas projects present unique challenges, with permitting requirements differing among states and even within specific regions.
