The resulting financialization of public goods and services through Regan and Thatcherism further complicated and corrupted the process. At its heart conversations about poverty are issues central to the quality of democracy. Where is power centered in the settlement, whose power, and how does power operate in it? There is no reform of welfare without a radical reform of power in our ideas of what and who’s welfare were talking about.
