In our latest Inline Policy White Paper, we look at the likely contours of the next European Commission programme, especially for competition and digital policy. The European Council and newly inaugurated European Parliament both have a decidedly right-leaning perspective. The next College of Commissioners looks set to be as right-leaning as any in history. On the eve of the European Parliament's decision tomorrow whether to grant President Ursula von der Leyen a second five-year term leading the European Commission, a renewed push for #EUCompetitiveness and capacity — in particular amidst growing uncertainty for the transatlantic partnership — will define the EU's agenda for the foreseeable future. https://lnkd.in/efds5u54

Ursula von der Leyen was elected today for another term as the European Commission president. On the EC's website, you can find the Political Guidelines for the next European Commission document, with a section dedicated to R&I! This part starts on page 10 and is titled Putting Research and Innovation at the Heart of our Economy. It underlines that «Europe’s competitiveness – and its position in the race to a clean and digital economy – will depend on starting a new age of invention and ingenuity. On this day in 1950, the Schuman Declaration set the stage for a new chapter in European cooperation. The EU was meant to provide for collaboration, whereby nations could work together for mutual benefit. But as power increasingly shifts to Brussels, the Union risks losing sight of its original purpose. At the ECR, our aspiration remains: to reform the EU, making it more efficient and effective. With this vision, we aim for a Union that achieves more with less and which is true to its founding principles.

Whatever our political ideologies and affiliations may be, we should all hope that in our collective interest the vote in the European Parliament on Thursday will reappoint Ursula von der Leyen as president of the European Commission and that populism, short-sighted politics, patriarchy, nationalism and those seeking to divide #Europe will not win. The last 5 year term were not perfect, but she is the first EC president to understand the full existential scale of #ClimateChange, and to make serious proposals to address it. A lot more will quickly be needed but it will have to be done better, i.e. with more pragmatism and less burdens, more focus on effective impact and less bureaucratic compliance. Moreover, the social justice dimension of both the green and the digital transition will need to be given centre stage, if we are to avoid alienating citizens. UVDL leadership will be needed to get feet-dragging member states to agree on much needed regulatory simplification, EU own resources, further harmonised #SingleMarket rules, strong response to Russia’s threats to security, democracy and freedom, challenges to #RuleofLaw and a real #competitiveness strategy that recognises #sustainability as its core building block. Objectively, UVDL, the first female president of the EC, has shown more courage, realism and leadership than her male predecessors and most current national leaders, and in far more challenging circumstances. Between the 4th and 12th of November, the candidates for the upcoming European Commission 2024-2029 will be closely scrutinised by the members of the European Parliament. The draft Council conclusions seek to “strengthen the competitiveness of the EU and overcome the fragmentation of the European Research Area.” The key to achieving this is the full adoption of the Draghi and Letta reports’ conclusions: taking a European-wide perspective on research and innovation and legally establishing the fifth freedom to enhance the ERA’s cohesion and impact. The draft is a good start, but more ambition is needed to elevate these efforts to the next level. I look forward to seeing the draft develop to be bolder!
