The EU’s Clean Energy for All Europeans Package (CEP, 2019) introduced provisions for ‘renewable energy communities’ (RECs) and ‘citizens energy communities’ (CECs) for the first time, empowering citizens to take ownership of renewables instead of exclusively depending on corporations. Last month we submitted to the (then) govt's 'Barriers to Community Energy' consultation. The most salient barrier (which is rarely raised) is the problems faced in signing up new solar sites (see section 3.4.1 of the below). This is largely due to the difficult decision that potential partners have to make to host solar with a 3rd party for the long term. Community Energy Scotland, Community Land Scotland, Development Trusts Association Scotland, Scottish Communities Finance and Scottish Community Alliance have produced three further supporting documents following on from their call to action for a Fair Energy Deal for Scottish Communities. https://lnkd.in/eghtdfvm The three documents comprise: 1. A Proposal for a National Community Wealth Fund, which would utilise a combination of community benefit funds from renewables and transmission, as well as dormant assets, to create a transformative fund for community wealth building opportunities. https://lnkd.in/ej382z7i 2. Community Energy is about local people taking local action - to tackle climate change, energy security, and the cost of living in their local area by creating and owning community renewable energy installations. These benefit the recipients of the electricity and the wider community benefits through the spending of excess income generated on local community projects (after re-paying their investors).
