"Brian Marvel, president of the Police Officers Research Association of California, said he believes staffing shortages and increases in crime rates are “inextricably linked.” Across the state, Marvel said, staffing shortages mean officers “lack the necessary resources to uphold public safety according to their training.” He added that dependence on the California Highway Patrol, which patrols Oakland under an order by Gov. Gavin Newsom, is unacceptable. He said local governments must make staffing and funding for law enforcement agencies a priority so officers can not only respond to but also prevent crime." #Police staffing shortages worsen, crime rises. Is that the narrative we should believe? In Canada, Seabrook et. al. (2023) recently found that: "No consistent associations were found between police #funding and crime rates across municipalities, and overall, net increases in spending per capita are not associated with greater net decreases in crime rates." Should we rather focus on the fact that Oakland is continuously going through a crisis of #poverty?: "The median income for White households was highest ($110,000) and the median income for African American households was lowest ($37,500). The median income for Asian households ($76,000) was similar to the citywide median income ($73,200), while Latino households fell below the citywide median with a median income of $65,000. The median income for White households was 2.93 times the median income of African American households," (https://lnkd.in/exjhzUpu) Criminal activity is a feature of a #capitalist society - it is expected. If the wealth gap continues to increase, criminal behavior is likely to be incentivized. This is basic strain theory. Oakland Police Department received 674 million dollars from 2021-2023. Regarding #technology, hot spot policing which commonly utilizes #AI has been shown to be racially biased in application. Even when these technologies claim to be bias free, their outputs are racialized. Technochauvinism is likely not the answer, although Dr. Johnson is definitely correct about officer shortages being related to public scrutiny. The rise of the smartphone, social media, and body cameras has made police officers more cognizant about their actions. So, what is the path forward? An interrogation into why these types of crimes are occurring may lend some insight. This can arguably only be done by being on the ground and researching the phenomena first-hand.

As crime, crime patterns & areas change. So must the way we review & assess our response and preventitive measures as law enforcement. What does not change is what Jack Maple says in this article “The narcotics people have to know about the murders, the detectives have to know where the drug houses are, everybody needs to know where the fences [who move stolen merchandise] are, where the chop shops are, where the quality-of-life problems are happening. Then you map everything”.
