The point made here that culture exists on teams and not across the whole organization is such a critical point. Too many organizations leave it to senior HR or the CEO to create and manage culture but it's up to every team leader to own the culture on their team. Senior leaders can influence team leaders through training and coaching and support their efforts by creating a structure that rewards the desired behaviours, but without commitment from team leaders, a new culture cannot be created and sustained.
