The Third Plenum communique is out. I think it largely meets the (relatively low) expectations heading into the gathering. Some of the language was positive, especially "the role of the market must be better leveraged, with a fairer and more dynamic market environment to be fostered and resource allocation to be made as efficient and productive as possible". And the nod to more income redistribution and expanded welfare benefits is welcome. But how much weight should investors put on this given the lack of follow-through on similar pledges in the past? Also, the increasing focus on national security (安全 was mentioned 16 times in the communique, up from 6 in 2013) means the leadership appears to be sticking to its efforts to expand supply in strategic industries despite evidence that industrial policies are putting growth on a less balanced and sustainable footing. We’re pleased to see Labour recognising that ‘sustainable growth requires government to be a strategic partner with business’, but we feel the party must go further to address the outdated governance structures that are holding UK businesses back. Without change, companies will continue to operate under the harmful regime of shareholder primacy, meaning company directors too often put the needs of people and the planet second to profit. The Better Business Act is here to change this, calling for an amendment to the law that would empower all directors to exercise their judgement in advancing the interests of workers, customers, local communities and the environment alongside shareholders. Thousands of businesses across the UK have already committed to acting for the benefit of all.
