MEPC 81 - Is just happening! An important number of clarifications will be discussed, and new ECA areas will be presented. I am happy to congratulate the Portuguese Maritime Authority DGRM, that presented the dossier for a complete ECA (SECA+NECA). More than 300 vessel/day are crossing the Portuguese West coast waters, inflicting respiratory diseases (cancer and others). I expect, that decision makers are stronger than lobbies, and that this desired ECA becomes a reality in a very near future! MEPC 81 highlights: Tackling climate change - Cutting GHG emissions from ships – implementing the 2023 IMO GHG Strategy - continuing discussions on economic GHG pricing mechanism and technical fuel standard Energy efficiency of ships - reports on fuel oil consumption Tackling marine litter – Adoption of amendments on reporting procedures for lost containers / recommendations on carriage of plastic pellets by sea in freight containers Ballast Water Management Convention implementation - experience-building phase, approval of operational guidelines and adoption of amendments to the BWM Convention Proposals for Emission Control Areas Implementation of the Hong Kong Convention on ship recycling Marine diesel engine replacing a steam system – draft MARPOL Annex VI amendments Underwater noise reduction - draft action plan to be considered tecnoveritas #energyeficiency #customizedscr #decarbonization

NCASI, Inc. staff members Zachery Emerson and Ric Law will be attending the 45th Stationary Source Sampling and Analysis for Air Pollutants Conference in Kingsport, TN on March 24-29, 2024. Dr. Emerson will co-chair the session on “Particulate Matter Measurements” and Mr. Law will present on “Collecting Primary PM from Secondary Emission Sources”. The abstract for Mr. Law’s presentation is below: With source permit limits trending downward, facilities are increasingly having a harder time with air dispersion modeling. While major emission sources are typically well characterized, model input parameters for secondary and/or minor sources, e.g., emissions and source characteristics, are usually estimated. This is primarily because most secondary sources are not physically configured to meet traditional stack sampling criteria. In an effort to refine modeling outcomes, there is an increasing demand for better characterization of secondary sources. Obtaining actual emissions data from most secondary sources typically requires modifications to EPA reference stack test methods. This presentation will address some of the challenges posed by secondary sources when conducting EPA M201A/M202 reference test methods and the modifications that were required to obtain Primary PM data. LARAC Vice Chair James Ward and Toni McNamara, LARAC Policy and Comms Lead, attended the highly subscribed DRS Policy update meeting with Defra today (30 April)! 🌟 The discussion revolved around the new timeline, and some confidence was shared to ensure the scheme's interoperability across nations. However, we still have concerns regarding the delay to DRS and its implications for payments to local authorities for managing DRS materials within their collections. It's been stated that these materials in the scope of DRS won't be covered under the packaging EPR scheme, scheduled to start in 2025. This means a potential two-year period where Local Authorities will manage DRS materials without producer payments. Then, there is the question of how local authorities will redeem deposits on DRS materials when they inevitably turn up in local authorities' recycling and waste streams. Happy Earth Day! One of the ways EWEB celebrates is by sharing new versions of our Climate Guidebook. The Climate Guidebook demonstrates how EWEB is implementing our Board-approved Climate Change Policy across. Some highlights of the updated version include: · EWEB reduced its internal operational GHG emissions by 54% from 2010 to 2023. That means that last year we met and exceeded our 2030 goal of a 50% reduction in operational emissions over our 2010 baseline. · EWEB is on track with our voluntary commitments included in City of Eugene’s Climate Action Plan 2.0, with 14 of 15 goals fully implemented. · In 2023, EWEB worked with our customers to achieve 14,320 MWh of energy efficiency, exceeding our annual energy conservation goal by nearly 7%! · As an EWEB customer, you’re already using clean, renewable energy and investing in McKenzie Watershed protection.
