The airlines are entering an active period of consultation on RP4 rates, and ANSPs must justify the increased costs. Pansa has kept the method for determining the complexity of airspace a secret, even though the PRB has placed it in the group of ANSPs with the low complexity ANSP.
Based on the experience of our experts, we can assume that the declared increased complexity of the airspace according to PANSA is influenced by the conflict in Ukraine due to the high number of military zones, military traffic outside these zones and increased arriving and departing traffic to and from Polish airports. Complexity will undoubtedly be one of the factors behind the increase in en-route charges. BTW military zones are usually the cause of traffic restrictions, which generates delays!
The justification for the increase will undoubtedly be found in the Performance Plan for 2024-2029, which will be made public and has certainly been delivered to the carriers by now.
With air traffic controller salaries recently increased in both 2022 and 2024, while en-route traffic is almost 20% below 2019 levels, the agency must find a way to survive.
Whether we will have to pay more for tickets because of the agency's irresponsible financial management remains to be seen. The silence of the airlines, especially the public ones, and the airports on this matter could be evidence of some kind of price agreement.

After going through the document there are some interesting aspects, but found initially 2 issues which are misleading and most likely cause troubles with the CAA when it comes to the implementation of the AIrline Electronic Logbook.
