Where is the government of Canada getting all this funding for Indigenous programming and special projects. "The federal government has taken the position that if you're an Indigenous person living off the reserve then you're living in provincial jurisdiction." "On the other hand, the provinces have taken a different view that if you're an Indigenous person, you're a federal responsibility." Who do the national Indigenous organizations really represent? Who represents or speaks on behalf of the grassroots Indigenous people and the mass exodus of First Nations from reserves to cities and towns? Indigenous issues are fundamentally different from the mainstream society.
