What's #incineration's role in a city struggling to meet its #recycling rate target? Can that role change in ten years? The Baltimore City Department of Public Works is attempting to answer those questions in its 10-year draft solid waste plan, which now needs approval from the city council before going into effect in 2024. The plan seeks to increase waste diversion and recycling, notably by returning to weekly recycling collection service, an ongoing challenge within Baltimore. But it also has big plans for new transfer stations and an expansion of the Quarantine Road Landfill that could cost nearly $100 million.
