Bid race for £225m Network Rail building works deal Network Rail has started the hunt for contractors to deliver a planned £225m programme of upgrade and repair works to its properties. The new Property Construction and Refurbishment Works framework will operate from 2025 until 2030 and cover all regions including #Scotland. Anticipated works cover a wide range of construction projects, including renovation and refurbishment of existing commercial and industrial properties and the construction of new properties across Network Rail’s estate. Firms can bid for around nine lots covering Network Rail infrastructure – requiring a principal contractor licence – and work in the ‘high street’ environment. Regional officials have successfully secured a $6.8 billion federal funding agreement to advance the long-delayed Hudson Tunnel project, a critical $16.1-billion infrastructure overhaul linking New York and New Jersey. This project aims to rehabilitate a deteriorating, century-old rail tunnel and construct a new one, crucial for the Northeast Corridor, Amtrak's busiest route with over 2,200 daily trains. The federal funding agreement, marking a significant milestone, ensures the project proceeds regardless of potential changes in the Oval Office following the upcoming presidential election. The Gateway Development Commission, responsible for the project, will commence major construction this month, targeting completion by 2035. At a news conference, Kris Kolluri, CEO of the Gateway Development Commission, heralded the agreement as the "point of no return" for the project. Senate Majority Leader Chuck Schumer emphasized the project's reality, likening the effort to a marathon. The Hudson Tunnel project is vital not only for regional connectivity but also for the broader U.S. economy. The existing tunnel, compromised by Superstorm Sandy in 2012, will be replaced, and a new underwater tunnel will be constructed. The project's cost has escalated to $16.1 billion, 14% higher than previous estimates from 2021. With 70% of the project's funding covered by federal grants, contributions also come from New York, New Jersey, Amtrak, and the Port Authority of New York and New Jersey. Fifteen firms have secured places on Network Rail’s £1.4bn Southern Region minor works, buildings and civils partnership framework. The firms will deliver reactive and planned maintenance of buildings assets, as well as small renewals projects, across Kent, Sussex and Wessex Routes for control period 7 and 8. It rationalises seven current frameworks into one and will award work directly rather than via mini tendering competitions. Just over half of the framework spend will be allocated to SMEs in the hope it will unlock further innovation and drive greater efficiencies. Octavius has secured the single ‘Reactive Generalist’ delivery partner place for Buildings and Dyer & Butler ‘Reactive Generalist’ delivery partner for Civils. These firms will be responsible for all reactive works, including emergency earthworks. Supplementing this, 13 specialist SME delivery firms will support the delivery of low-complexity, planned activities.

Recent analysis by the High Speed Rail Group (HSRG) suggests that extending the line to Euston in London and Crewe in Cheshire could unlock its full financial potential. With the UK government weighing the future of this extension, rail industry leaders argue that the additional investment required could result in long-term savings. According to HSRG, building the line to central London and Crewe would enable the government to lease the operating rights for much more than it could under the current plan, which would terminate at Old Oak Common and Birmingham.
