Today Belgium has one of the highest smoking prevalences in Western Europe - it is about 4 times higher than in Sweden, and almost double of the UK’s. Why have the UK and Sweden faster declines of cigarette use, than most other countries in Europe, including Belgium? These 2 countries are part of geographically diverse growing number of states that took different policy options that added a risk reduction pillar to tobacco control. That is why Swedish and British adult smokers that failed to quit, have over the years been encouraged by doctors, public health regulators and media to adopt non-combustible alternatives to cigarettes. In Belgium the option taken has so far been different, resulting in denying adult smokers who don’t quit licit access to alternatives to cigarettes. In de eerste aflevering vertelt onze Europese President Massimo Andolina meer over de gedurfde beslissing die in 2016 werd genomen. Vervolgens gaan we een kijkje nemen in onze fabriek in Bergen op Zoom, die ooit één van de grootste sigarettenfabrieken ter wereld was, maar waar vandaag geen enkele sigaret meer wordt geproduceerd. 𝐎𝐯𝐞𝐫𝐧𝐚𝐦𝐞𝐣𝐚𝐜𝐡𝐭 𝐢𝐧 𝐯𝐫𝐚𝐜𝐡𝐭𝐯𝐞𝐫𝐯𝐨𝐞𝐫 𝐝𝐨𝐨𝐫 𝐡𝐨𝐠𝐞 𝐤𝐨𝐬𝐭𝐞𝐧 𝐯𝐞𝐫𝐠𝐫𝐨𝐞𝐧𝐢𝐧𝐠 De afgelopen periode zien we elke week wel een spraakmakende overname in de transportsector en dit zal voorlopig nog wel aanhouden. De redenen hiervoor zijn, naast vergrijzing in combinatie met het gebrek aan opvolging, de hoge aanstaande investeringen in verduurzaming en IT. De duurzame investeringen kunnen opgedeeld worden in zonnepanelen, batterijen, laadpleinen en zero-emissie vrachtwagens. De investeringen in IT kunnen opgedeeld worden in A.I. en CO2 rapportages voortvloeiend uit de CSRD verplichting. De traditionele transporteur heeft van al deze investeringen niet of nauwelijks kennis en dat is ook niet zo gek. Echter gaan deze investeringen wel bepalen of de ondernemer in de toekomst nog succesvol is. Dit brengt een hoop onzekerheid met zich mee wat uiteindelijk kan resulteren in een verkoop van het bedrijf. 𝗠𝗶𝗹𝗷𝗼𝗲𝗻𝗲𝗻𝗷𝗮𝗰𝗵𝘁 De situatie waarin deze ondernemers zich bevinden vergelijk ik vaak met het spelprogramma miljoenenjacht. Met de eerste koffertjes kun je nog wel wat risico nemen maar naar het einde toe wordt het openen van een koffertje (zie dit als het fors investeren in het onbekende) wel een erg grote last. Eén verkeerde keus en het bod van de notaris (zie dit als de kopende partij) ligt aanzienlijk lager. De vraag waar menig transporteur nu mee worstelt is of het risico dat genomen moet worden het waard is. Het indrukken van de rode knop is wel erg verleidelijk. Het bovenstaande onderwerp stond afgelopen week op de voorpagina van het #FD. Voor dit artikel mocht ik mijn inzichten delen. New developments in the Dutch “gesloten coffeeshopketen experiment”. I've taken the liberty of summarizing the text for the people who don't speak Dutch 😉 Up until this point in the experiment, 3 of the 10 growers are supplying their products to the participating coffeeshops. In the original schedule, the next phase would start on the 16th of September. However, monitoring of the production capacity of the growers (not all of whom are ready to start production) has shown that, at the current moment, not enough “quality, quantity, and diversity” can be supplied to the participating coffeeshops due to several reasons. Quantity: - The growers who are up and running did not hit their projected production and storage targets. - 2 other growers who are in the process of constructing their facility were faced with delays and are therefore not ready to supply the desired amount of product before the initial target date. - Due to the abovementioned reasons, and the fact that the remaining 5 growers are not ready to produce, it was concluded that not enough flower and hash can be produced for all participating coffeeshops. Especially the production capacity of hash is behind on the target. Quality & Diversity: - As only 3 growers are supplying the legal market at the moment, diversity of flower and hash leaves to be desired. The owners of the participating coffeeshops shared in a survey that they believe that more than 3 growers need to be online to offer an adequately diverse menu. - In similar surveys, a majority of the coffeeshop owners shared that the perceived quality of the legal hash was unsatisfactory. - The abovementioned points show that the quality and diversity of the legally produced cannabis products will likely be insufficient before the target date of 16 September. If the next phase were to be initiated as scheduled, there is a risk of increasing illegal sales, as only legally produced products would be allowed to be sold in the participating coffeeshops. If the goal of producing enough quality, quantity, and diversity is to be safeguarded, the initiation of the next phase should be postponed. Het beperkte aanbod van drie telers heeft ook gevolgen voor de diversiteit van de hennep en hasjiesj. De meerderheid van de coffeeshophouders heeft in reactie op de vragenlijst aangegeven hun klanten momenteel niet te kunnen voorzien van een divers aanbod van cannabisproducten. Om te spreken van voldoende divers aanbod, geven coffeeshophouders aan dat zeker meer dan drie telers gereed moeten zijn om te leveren. Ook burgemeesters van de deelnemende gemeenten hebben zorgen geuit over onvoldoende (divers) aanbod. Verder hebben de meeste coffeeshophouders in de vragenlijsten aangegeven neutraal tot tevreden te zijn over de ervaren kwaliteit van de wietproducten. Echter geldt dit nog niet voor hasj: de meerderheid van de coffeeshophouders geeft aan dat de kwaliteit van hasj op dit moment onvoldoende is. Deze bevindingen leiden ertoe dat we voorzien dat de kwantiteit, kwaliteit en diversiteit van de gereguleerde producten ook op 16 september a.s. niet voldoende zal zijn. Het is daardoor niet mogelijk om aan te vangen met de experimenteerfase. Indien wel wordt gestart met de experimenteerfase en niet aan de voorwaarden wordt voldaan, dan wordt het risico op illegale (straat)handel vergroot. In deze fase mogen immers enkel nog gereguleerde producten worden verkocht. Zorgvuldigheid is dus geboden en er is meer tijd nodig om het aanbod van de telers op peil te krijgen om het experiment goed van start te laten gaan. Daarom wordt de overgangsfase verlengd. Wanneer de vierde en vijfde teler gereed zijn, wordt de productie opnieuw gemonitord. We streven ernaar medio november de uitkomst van deze monitoring te communiceren richting betrokkenen. De experimenteerfase start niet eerder dan zes weken na bekendmaking van de startdatum van de experimenteerfase, zodat telers, coffeeshophouders, gemeenten en toezichthouders voldoende tijd hebben om zich hierop voor te bereiden. Tot slot wordt de ingebruiknameplicht van negen maanden deze week aan de aanwijzing van vijf telers verbonden. Dit betreft 5 van de in totaal aangewezen 10 telers die nog niet zijn begonnen met telen. Dit betekent dat deze telers vanaf dat moment binnen negen maanden moeten zijn gestart met de teelt en dat anders hun aanwijzing kan worden ingetrokken. Hiermee wordt uitvoering gegeven aan de motie Mutluer3, waardoor de voortgang van de telers die op dit moment nog niet produceren wordt bewaakt. Hiermee is de motie uitgevoerd.
