Here is a detailed discussion of spy satellites, espionage from space, how nations spy on each other, and the magnitude of the resources needed to run a Top Secret program such as this. It needs to be mentioned that modern spy satellites still do this task, but while they are more technologically sophisticated in the modern day, they are more dense, and some are just as large as this, and curiously, the downlink stations have changed very little over the decades.
