I am happy to share that I have recently co-authored an article with my fellow criminologists Daniella Ekmekjian and Gabriella E. where we have expressed our views on the above proposition delving into the challenges surrounding police legitimacy within minority communities, and examining the dynamics of trust, consent and respect in police–minority interactions. The Minneapolis Police Chief has admitted that his Department has engaged in a "pattern or practice" of unconstitutional policing and that his officers are racially biased. The Chief has also condemned the entire law enforcement profession by saying that every agency that comes under federal investigation deserves to be punished by DOJ consent decrees. Here is what he said: "The reality is: we have earned it. Policing as a profession has earned it. The cities where this happens, there is good reason — it's because of our behavior." The Minneapolis Police Chief worked under the DOJ consent decree in the Newark Police Department. He knows that in order to curry favor with the attorneys at the US Department of Justice, you must confess your sins and ask the DOJ for forgiveness. Now he is going to community meetings in Minneapolis telling people how bad their police department is and how he is going to fix everything (with help from DOJ and for-profit monitors). The Minneapolis Police Chief knows that he now has a blank check to purchase equipment and IT systems, implement training programs, create new command staff positions and hire more officers. The Minneapolis Mayor has already added $27 million to the police department's biennial budget just to pay for the consent decree. These costs will mushroom to over $200 million over the next decade as it has in other cities. Even with all of the self-criticism and promises of reform, one local attorney who serves on the new Minneapolis police oversight panel, called the meeting a "dog and pony show." She said, "This was to make the city and MPD feel good about themselves." Minneapolis is going to have two consent decrees (one state and one federal) with two judges, and two for-profit monitors with lots of competing interests and directives. The current Police Chief and Mayor will not last more than 5 more years while the consent decrees will last two or three times longer. Culture change comes hard. Perhaps it should start with the selection of applicants to join a police service? Perhaps it should start on day one of recruit training? Is the training environment respectful? Is the locker room environment respectful? Has the training officer to whom the new recruit is assigned for street experience considered carefully how to demonstrate to the new officer unbiased treatment of the people they will encounter in the course of a shift? Who can answer these questions? #police #education #matters

The Newark Police Department has been under a federal consent decree for the last 7 years. The for-profit consent decree monitor is paid $1.5 million dollars a year and has made more than $10 million so far. The monitor is telling the community that Newark PD is "substantially better" than it was before the consent decree began. However, even though the consent decree was supposed to last only five years, the monitor says there is still more work to be done. So the monitor will be collecting a few million dollars more from local taxpayers before he finds the police department in full and effective compliance with the consent decree. The community disagrees with the monitor's assessment of the police department. Many people still have concerns about constitutional policing. The community believes the consent decree has eroded public safety in the city. A new poll shows that residents feel less safe than they did five years ago and they think things are just getting worse. Newark PD claims that its major accomplishments under the consent decree have been more training on community policing and implicit bias (40 hours each year) and the deployment of body cameras. These reforms could have been implemented much faster and at a lower cost without federal oversight. The US Department of Justice has not successfully reformed a single police department despite more than 70 attempts using the consent decree process. Communities that have lived through federal oversight end up resenting police officers because their departments eat up more of the city's budget while crime rates increase and officers are less responsive. This is a well-worn phrase that is absolutely applicable to DOJ consent decrees: "Insanity Is Doing the Same Thing Over and Over Again and Expecting Different Results" What we are doing with law enforcement and public safety in the United States is insane. We need leaders in Congress and the White House who will put an end to this madness.
