On August 14th, Governor Bill Lee, U. S. Senator Bill Hagerty, Deputy Commissioner of the Tennessee Department of Economic and Community Development Allen Borden, JAST Board Chair Masami Tyson and members of the JAST Board of Directors welcomed Consul-General of Japan in Nashville Shinji Watanabe to Tennessee during a reception at Tennessee’s Executive Residence. This is Consul-General Watanabe's second assignment in the United States, having served at the Consulate-General of Japan in Denver from 2001 to 2005. Outside of the U.S., Consul-General Watanabe has worked at the Embassy of Japan in Sweden three times. The Consulate-General of Japan in Nashville has jurisdiction over five states in the Southeast - Arkansas, Kentucky, Louisiana, Mississippi and Tennessee. As We Rise: If you are like me, you probably had never heard about Juneteenth until it was declared a federal holiday in 2021. On this day in 1865, general orders 3 was issued by Major General Gordon Granger in the city of Galveston. This not only formally informed the residents of the emancipation proclamation but perhaps more importantly the presence of the union troops, led by General Granger, enforced it as well. Ultimately with the ratification of the 13th and 14th amendments there appeared to be a horizon of a new dawn. While the celebration of Juneteenth has been full of symbolisms with possible roots in the cultures of distant lands, this day offers a time for reflection and engagement. All this also noting the resilience of those that have trod this path before us. These attributes (reflection, engagement and resilience) are necessary for growth. As we look to understand and commemorate the past, it is vital that we explore the opportunities of the present to fulfill the potential of our shared future. THE FALKLANDS WAR: A LESSON IN COMMUNICATION In April 1982, Britain and Argentina clashed over control of the Falkland Islands, a conflict that became known as the Falklands War. Britain’s Prime Minister, Margaret Thatcher, needed to act swiftly. However, she also knew that British coalitions would frown upon rash decisions. Thus, Thatcher assembled a team to troubleshoot communication problems and initiated patient discussion with wavering coalitions. Her attention to communication transformed potential opposition into support, allowing the British task force to reclaim the Falklands. Her leadership, marked by persistent and clear communication, ultimately led the UK to victory.
