There's absolutely no good reason for public housing to be unsafe (though there are plenty of very flimsy explanations (excuses) why it often is). Legislating safety is an important first step, after which subsequent steps must be taken to ensure it's sustainable in a practical sense. Support for enforcement, tenant education, penalties, and incentives are among the many considerations in making sure the whole system works to protect occupants of public housing over the long term. #publichousing #safety #firesprinklers
