I once interviewed a candidate for a leadership role. He felt entitled due to seniority.
Yet he didn't have any prior experience that showed organizational capabilities for big projects, innovating thinking, problem solving in stressful situations, or making important decisions when faced with very little data.
I did not offer him the job.
To be in leadership, you need to show leadership without being asked to lead.
You can see leaders emerge in the way they talk, the way they rally and motivate the troops, and the way they accept responsibility for everything under them without pointing fingers.

Clear goals, and for the applicant who wants to control their success and future, coming to the discussion with a set of questions that facilitate measurable and actionable outcomes.
Instead of asking, "Do you promote from within?" (we all know the vague answer that would merit), ask, "Can you give an example of somebody who you have promoted from within, and what types of metrics and goals went into that, and how have those changed as a result?"
Instead of asking, "How is the company culture there?", ask, "What are two-to-three examples of how company culture makes a daily impact, and what are the primary focusses your company has defined as its culture?"
This is as much of an interview for the candidate to gauge if the company and role is the right fit for them as it is the other way around. How well-prepared leaders are to answer these questions on the spot plays a big role in measuring such fit.
