This article does a great job articulating the problem of specialization within the Cyber Mission Force. At its core, a lack of specialization within the CMF is undermining its effectiveness. The work roles, which are taken from DoD partners, are tailored and scoped for a talent pool with far more education and technical experience than the average enlisted cyber recruit. Its ludicrous to expect that a 19-year-old with a high school degree and 9 months of initial entry training can demonstrate specialization to the same degree. The CMF should seriously consider bifurcating the work roles to a scope that can be consumed through the existing services' force generation practices and timelines. Furthermore, as the author stated, other structural changes either within the services or CMF need to permit career long specialization for these newly bifurcated work roles. For example, the Army provides a single MOS to fulfill a handful of work roles that represent generalized responsibilities in SOC/Hunt/IR organizations. A quick look at private sector job positions for the same functions reveals a significantly greater number of specializations with entire junior-to-senior career paths. The challenge, and real question that should be asked, is whether or not the services are able and willing to support such a change. Units will have to be restructured, entire training courses will be developed, the existing force will need to be retrained or grandfathered in, etc. All of these things are totally doable, and for the proponents of a SOCOM-Like Model for USCYBERCOM, they are mandatory. As a last word, although this may sound like the solution is up to the services, its really up to USCYBERCOM to update its standards and requirements. The services are providing exactly what the Command is asking for. If we need a more capable force, then the Command needs to define what that is, and put the ball into the services' court to prove if they can and will do what it takes.

As usual, Skyler Onken with a nice summary of another piece on the idea of a cyber service and its alternatives. The author is absolutely correct that there are many things the services could do to improve cyber personnel issues, and we laid out several of those in the article that Todd Arnold, Ph.D. and Erica Lonergan wrote in WoTR. The issue is that those solutions have been available to the services for many years, so why would they pursue them now? The core point of the article is that effective cyber force generation requires an ability to identify and foster specialization within the workforce. I would absolutely agree with that. Unfortunately there are not any options that can smoothly or quickly build that kind of specialized workforce - as the SOF truths (https://lnkd.in/dw9c_qzY) nicely articulate. Further, there are more examples of the services needing to be compelled (Navy) or moving away from specialization (Army) than there are towards. Finally, even if the services chose to reverse course and implement these kinds of changes I don't think they would be able to do so as quickly (though this might depend on how you define the timescale) or consistently across all of the services (where there is a history of disparities in implementation creating more issues) as the author would suggest. These kinds of changes at the service level may take several years to implement and evaluate, and would generate some level of disruption as well. Perhaps the best solution is a blend of testing service-level initiatives in parallel with the establishment of a dedicated Cyber Force that can integrate the most effective solutions? Ultimately, effective cyber force generation remains the common goal and these alternatives are hopefully ones that an independent study would be able to assess to get there.

Great to hear from a quartet of deep specialists at the ‘Cyber Statecraft: Great Cyber Power Competition’ event at RUSI this evening. Focused on how competition at the state level is being played out in cyberspace, the session drew on the contents of the book, ‘Great Power Cyber Competition: Competing and Winning in the Information Environment’ which was published recently in the Routledge Advances in Defence Studies Series (RAiDS). Speakers at the RUSI event included David V. Gioe, Ph.D. (Visiting Professor, KCL), Margaret Smith, Ph.D. (US Army Officer & Senior Non-Resident Fellow, The Atlantic Council), David Higgins FRGS (Geopolitical Analyst) and Rod Thornton (Senior Lecturer, KCL). Chaired and moderated by Pia Katharina Hüsch (RUSI), the event was funded by Dstl in partnership with the Research Institute for Sociotechnical Cyber Security. Some takeaways from a really fascinating discussion: As the ‘democratization’ of technologies continues (with high-end platforms replaced by more accessible, off-the-shelf alternatives), advantage is increasingly found in the power of analysis. Competition for influence has moved beyond the economic to also include (social) media channelling, reputation, interpersonal ties at different levels and scales, cultural diplomacy, digital infrastructure and much more. Cyber competition involves continuous action – there is no end state. Different actors in cyberspace have different motivations and these change over time and in different situations. The risk of blowback from offensive cyber is often overlooked. There is the potential for self-harm. Also, if an actor can’t be discriminatory in the use of a cyber weapon, then its use goes against the Geneva Conventions. Attribution is important here. The strategic declassification of information can offer wins but the down sides can be costly and undermine any advantage accrued. Once you are found to be wrong in an assessment, for example, you lose credibility. All this and much more unpacked in the book! Routledge Taylor & Francis Group

Gap and Challenges in the Current Model: - Recruitment and retention shortfalls - Services fail to use tools at their disposal - Inconsistent compensation - Inconsistent and poorly designed length-of-service requirements - Culture - Inconsistent career field designations, skill sets, and training - Inconsistent and inadequate training - Inability to manage cyber personnel - Lack of administrative, intelligence, and mental health support - The services' Full Operational Capability Shell game  - Promotion processes do not reward technical competence
