Satellites with maneuvering capability--that's what everyone desires to mitigate non-cooperative #SpaceDebris collision risk, right? True, but.... In 1969 a ban was being considered on maneuvering satellites to help alleviate potential false alarms in the detection of MIRV's used with nuclear-armed ICBMs. (Launch detection early warning did not become routine until the 1970s!)
