On Friday, I had the honour to brief Minister Bill Shorten and his team on the large-scale research I conducted into New Zealand citizens' use of government digital services. The study of more than 2,800 citizens explored many factors, including why many people cannot engage fully with government services. The findings were powerful as well as socially & economically very important: we need to find ways to not just digitise access to government services... we need to lead people through the processes. Today, Bill Shorten spoke at the press club and referenced the results of our study: "Research on the New Zealand Government services found that if filling out a form is too hard, people will walk away often with a feeling that the government is deliberately making it hard for them to claim their entitlements. Or in other words, accessing government services should not make citizens feel stupid or stressed." - 21:20sec (Link: https://lnkd.in/g9h2SAnu) When policy-makers take the time to explore the data, explore the options, and get independent and broad feedback, we can create more robust and workable policies. So a big thank you to Bill Shorten and the team for taking the time. For transparency, the study was conducted independently, though with funding from the Australian ERP vendor TechnologyOne. The final report and data analytics dashboard from the study are available by request from TechnologyOne or IBRS. It was presented to the New Zealand local government summit early this year.

What a great site, report and vision! The 11 fundamental changes described really resonates for me. "UK 2040 Options and Public Digital on how to build a mission-oriented government that delivers better outcomes, reduces risk, saves money, and rebuilds trust."
“We think the constraints facing the next government provide an unmissable opportunity to change how government works. Whichever political party wins the next election, the next administration to take charge in [fill in the blank] will have to operate in a highly constrained environment. There will be little spare money to spend, a long list of problems to fix, and many threats on the horizon. … We think the constraints facing the next government provide an unmissable opportunity to change how government works for the better. … We think taking a new approach makes it possible to shift government from an organisation of programmes and projects, to one of missions and services. It offers even constrained administrations an opportunity to improve their chances of delivering outcomes, reducing risk, saving money, and rebuilding public trust. We believe the government can and should change how it delivers [and that if it does not,] [n]ew policy ideas will remain just that, rather than translating into profound improvements to society.]” In June last year, Jennifer Pahlka described in her book “Recoding America: Why Government Is Failing in the Digital Age and How We Can Do Better” the “implementation crisis” facing governments around the world. Seven months later, Andrew Greenway and Tom Loosemore published the words above, opening their report, “The Radical How”: https://lnkd.in/gkqtVpsp. Both focus on the question - and offer evidence-based solutions - of how governments can better deliver on their objectives. The Radical How was addressed to the next UK administration. That administration having emerged yesterday, it seems a good day to reshare its recommendations. (And to send a 👏 and a “good speed!” in Tom & Andrew’s direction.) But their - and Jen’s - recommendations aren’t applicable to only those who eat sardines on toast. Many international administrations are at or approaching times of transition, and Public Services around the world continue to talk of renewal. The Radical How offers concrete actions to translate those words - those ideas, those intentions - into outcomes. I hope everyone working for positive public outcomes reads it (or does so again, as I did this morning), and each to the fullest extent of their gifts puts elements (at least) of it into action. Note: Many of the recommendations are directed to the political class, but there are actions in there that we can ALL put into practice. Last, speaking of practical application, I uplift all those Whos in my own subnational jurisdiction - looking at you BC Public Service ❤️🔥- who are already putting into practice many of The Radical How’s recommendations. Rereading this morning filled me with gratitude for all you’ve accomplished, and hope & motivation for What we might also do, together, during our own next mandate, in service of our own critically important Whys. Onwards.
