Adopting flexible ordinances. The Housing Supply and Affordability Act (HSAA) creates a federal housing policy grant program that would provide funding for planning to encourage local governments to eliminate exclusionary zoning and discriminatory land-use planning and reduce overall barriers to housing development. Authorities should consider conveying publicly owned land to affordable housing developers at a minimum cost and fast-track approval processes for development. Accept additional height and bulk required for part of the neighborhood as deemed appropriate. Consider examining cities’ parking standards for residential developments, reducing lot size requirements for future phased residential units, and incorporating adjacent properties and relief from or reduced permit and impact fee costs.

Whilst reading Jerusalem Demsas' article "The Labyrinthine Rules That Created a Housing Crisis" published in The Atlantic in which she describes the struggle to deal with US planning applications, I was struck by the similarities with my own local and regional administrations. We would not do without a legal framework for urban planning and development but there must be ways in which to house building and renovation applications and validations could be simplified and speeded up.
