On 12/7/2024, a three-judge bench comprising Justices Alfred Mabeya, Robert Limo, and Fridah Megabit ruled that the Act lacked adequate public participation and contained disparities that rendered it invalid for a period of 120 days. According to the High Court, the government did not carry out public participation, a fundamental principle enshrined in the Constitution. In the context of sustainable development, especially when viewed through the lens of care, we are reminded of the principle that “to whom much is given, much is required.” SHIF aims to reduce financial barriers for many underprivileged households, protecting them from the risk of escalating health costs. The SHIF policy aligns well with our constitutional commitment to healthcare as a fundamental right {Article 43 (1) (a)}, supporting the broader goal of achieving UHC under Vision 2030. We were honoured to have the President of AIO - African Insurance Organisation, (Patty Karuaihe-Martin), the President of AIWA (Lady Magaret Moore) and other distinguished stakeholders across the Insurance Landscape in Africa. Regardless of how wealthy they are, everybody has to deal with medical and funeral costs at some stage in their lives. It would therefore be easier to build a business case for health insurance and funeral cover than for other types of insurance among low-income individuals. Around one in three (35%) informally insured adults (i.e., 14% of all Ugandan adults) belongs to a burial society, while 0.2% of the informally insured (0.1% of all adults) belong to community-based medical schemes. Members of burial societies do not regard their monthly contribution as a means of saving. The only driver of membership is to obtain financial assistance for funeral costs. There’s no doubt that Nigeria is the most populous black nation in the world and has the fastest-growing population in Africa. There are no accurate documented figures on Nigeria’s population; however, recent estimates have placed the figures at about 230 million. With a surging population of this magnitude and continuous projections of further increase, Nigeria faces a big task in providing easy access to affordable healthcare services and attainable SDG targets of achieving universal health coverage for all in the next five years. In 2018, Nigeria had the third highest out-of-pocket health expenditures in the world, with 76.6 per cent of all health spending in the country paid directly by individuals. According to World Bank data, in 2020, out-of-pocket expenses accounted for 74.68 per cent of Nigeria’s total health expenditure.

On Thursday 30th May 2024, I presented the National Health Insurance Scheme [NHIS] reforms on the Extension of Health Insurance Coverage to the Poor and Vulnerable under the Social Cash Transfer Programme at the Friedrich Ebert Stiftung organised Social Policy Forum in Lusaka, Zambia. Nested in the economic foundations of Social Protection Policy as a vehicle for reducing poverty and vulnerability, I shared that access to healthcare is an internationally recognized fundamental human right (Universal Deceleration of Human Rights, 1948)), and as such, the enjoyment of this right cannot be rationed by price mechanisms. For this reason, it is the responsibility of the state to take care of its citizens, particularly the Poor and Vulnerable, through, among others, providing the necessary subsidies to the National Health Insurance Scheme - Rights Based Social Protection Policy. In taking this approach, government is guaranteeing the minimum Social Protection Floors for all, and enhancing progress towards Universal Health Coverage in line with the Sustainable Development Goals. The NHIS programme on extending coverage to the poor and vulnerable, made possible by the Global Fund is a Social Policy Response to addressing poverty and vulnerability arising from illness at individual and household level, thus guaranteeing Financial Risk Protection (resulting in resilience building to individuals and households to shocks), eliminating inequality in access to health, and ultimately achieving overall good health and wellbeing while strengthening social stability, enhancing the credibility of the state and social justice.  #UniversalHealthCoverage #SocialProtectionFloors Jean-Louis Lambeau Felix Mwenge National Health Insurance Management Authority UHC2030 - Taking action for universal health coverage Friedrich-Ebert-Stiftung International Labour Organization

Honoured to engage Jonathan Dixon, Secretary General of the IAIS - International Association of Insurance Supervisors on the sidelines of IAIS Annual 2024 Conference in Cape Town , to discuss a topic close to my heart: the development of African insurance markets and the critical need to close the protection gap. Africa's insurance markets hold immense potential, but they face unique challenges that require collaborative, innovative, and inclusive approaches. During our conversation, Jonathan and I discussed strategies to foster regulatory environments that enable growth, innovation, and accessibility in the sector. We also explored how global standards, when applied with local contexts in mind, can unlock opportunities to reach underserved populations across the continent. This interaction reaffirmed the shared commitment between the IAIS and other stakeholders to create inclusive, sustainable insurance markets in Africa.
