How is multifamily developer sentiment faring? According to the latest National Association of Home Builders survey for Q4 2023, confidence for new multifamily housing was in negative territory. The Multifamily Production Index (MPI) had a reading of 41, below the break-even point of 50 on a 0 to 100 scale. The MPI, which measures builder and developer sentiment about current production conditions in the apartment and condo market, is a weighted average of four key market segments: three in the built-for-rent market (garden/low-rise, mid/high-rise, and subsidized) and one in the built-for-sale (or condominium) market. Of the four multifamily product types, developers expressed the highest comparative sentiment regarding garden/low-rise developments. Housing market update on starts and permits, with a huge year-over-year jump for single-family homes but a similarly large decline for multifamily projects with 5+ units: > Privately‐owned housing starts in February were at a seasonally adjusted annual rate of 1,521,000, up 10.7 percent from January and 5.9 percent year-on-year. > Single‐family housing starts in February were at a rate of 1,129,000, up 11.6 percent from January and 35.2 percent year-on-year. > The February rate for units in buildings with five units or more was 377,000, up 8.6 percent from January but down 35.9 percent year-on-year. > Privately‐owned housing units authorized by building permits in February were at a seasonally adjusted annual rate of 1,518,000, up 1.9 percent from January and 2.4 percent year-on-year. > Single‐family authorizations in February were at a rate of 1,031,000, up 1.0 percent from January and 29.5 percent year-on-year. > Authorizations of units in buildings with five units or more were at at a rate of 429,000 in February, up 2.4 percent from January but down 32.8 percent year-on-year.
