The FERC ruling may restrict local regulator's authority, thats politics and policies but the modern Energy Management System (EMS) such as Hitachi Energy Network Manager enables Grid Enhancdment Technology. For example, Dynamic Line Rating (DLR) update the calculated thermal limits of existing transmission lines based on real-time and forecasted weather conditions. It establish new limits that safely allow more energy transfer across existing infrastructure.
