The Uttar Pradesh Assembly has passed a new bill aimed at developing the region surrounding the state capital, Lucknow, based on a model similar to that of the National Capital Region centered around New Delhi. In July this year, the Yogi Adityanath government had issued a notification for the formation of the State Capital Region (SCR) which would include Lucknow and five other adjoining districts — Hardoi, Sitapur, Unnao, Rae Bareli and Barabanki. Together, these six districts comprise an area of over 27,000 sq km. The Uttar Pradesh State Capital Region and Other Areas Development Authority Bill, 2024, which was passed today (August 1), envisions the creation of an authority to develop a roadmap for the areas in and around Lucknow. According to reports, the Bill also empowers the state government to "rename any of the regions" coming within the authority's jurisdiction. While the Chief Minister will be the chairman of the Uttar Pradesh State Capital Region Development Authority (UP-SCRDA), officials from housing, finance, industry, irrigation, transport, and other sectors will be its members. Uttar Pradesh is following a path already taken by other states in adopting the NCR model for capital region development. Similar approaches have been adopted by Andhra Pradesh and Assam. In 2014, Andhra Pradesh established the Andhra Pradesh Capital Region Development Authority to oversee the development of Amaravati. Mumbai Metropolitan Region Development Authority (MMRDA) has been appointed for the development of lands in Worli, which are under the possession of the Dairy Development Department. The site in Worli will be transferred to MMRDA, and there is a plan to set up a business centre on the lines of the Bandra-Kurla complex. If that happens, the small commercial complex on the Worli seafront could become Mumbai's second 'Nariman Point'. The ground survey site at a very strategic location at Worli Sea Face has been lying unused for the last year. A proposal to transfer the site to MMRDA free of charge, free of encumbrances, was presented in a meeting of the authority held in Nagpur recently. Hon. The approval was given in a meeting of the authority chaired by Chief Minister Eknath Shinde. The proposal is now awaiting approval from the state government. Both of these lands will be taken over after the state government approves the proposal. After that, a detailed development plan will be prepared for this land. The past, present and future... As a teenager, I clearly remember that during the late 80s the dugwell in Uttarayan was the only source of water throughout the year for our home, my father's clinic and the LIC office, which is within Uttarayan's campus. Interestingly, water for the construction of all three buildings in the early 80s was supplied from the same dugwell. This dugwell was actively used for about a decade. Subsequently, two deep boreholes, one for the clinic and house and the other for the LIC office, were sunk to a depth of 200 feet in two consecutive years in the late 90s. They remain the main source of water. This dugwell is 33 feet deep and it yields water throughout the year. The annual fluctuation ranged from 24.33 feet below ground level (bgl) to 4 feet bgl during the failed monsoon of 2023. Keep in mind, this is not just the story of Uttarayan, but similar stories will surely have their roots in countless homes in the urban areas of Jharkhand and Bihar. And all the stories will clearly establish the importance and functionality of shallow aquifers in the water mathematics of the urban centre. These days local dailies are regularly reporting about depleting/shrinking water resources in urban centers of Jharkhand and Bihar, which was once unimaginable. The piloting of shallow aquifer management (SAM) by the Dhanbad Municipal Corporation along with Megh Pyne Abhiyan is a way to explore and establish an approach to ensure water availability in urban areas of both the states. The pilot is being supported by Atal Mission for Rejuvenation and Urban Transformation (AMRUT) / AMRUT MoHUA and National Institute of Urban Affairs (NIUA). And is being led by the Advanced Center for Water Resources Development and Management (ACWADAM) and Biome Environmental Trust. Residents of Bavdhan, frustrated by a lack of basic infrastructure and government apathy, staged a silent march from Chandni Chowk to Ramnagar. Over 300 residents participated in the "Basics First" protest, demanding fundamental amenities such as pothole-free roads, dedicated footpaths, and better traffic management. Encroachment, poor road conditions, unregulated hawkers, and ongoing infrastructure works have made daily life increasingly difficult, with residents expressing concerns about safety and quality of life. Despite repeated complaints, there has been little to no improvement in the area, leading residents to take matters into their own hands. Bavdhan has drastically changed from the quiet place it once was, with rapid urbanization leading to a host of unresolved issues. Residents, especially those living in Bavdhan Khurd and Bavdhan Budruk, have faced years of erratic water supply, poor roads, and rampant encroachment without any significant action from the authorities. The recent march highlighted the community's desperation for basic infrastructure improvements, which they believe should be a given for any tax-paying citizen. I've stepped into many government offices, but never one like Dr. Heera Lal Patel IAS's. It was a SURPRISE!🤯 Not because of fancy furniture or nice aesthetics, but because of the little things. Heera Lal ji is the Special Secretary- Irrigation & Water Resources Department (Government of Uttar Pradesh). We went there to discuss climate change awareness🏔️ But as I settled into my chair, what caught my attention was the chai served in clay cups and saucers☕ Everything, from glass to bowl in which biscuits were served were made of clay. No plastic, no steel, just simple, elegant "mitti ke bartan." It was a small touch, but it made a big impression🦋 But, Mr. Lal isn't just about big talk. He's a doer. Back in Punjab, as the General Election Observer of Anandpur Sahib, he made headlines for his "green move" – handing out saplings to first-time voters He has also encouraged his staff to grow plants with pots and plants dedicated to loved ones who've passed away🌷🍂 He calls it an "oxygen factory" Our conversation flowed, but throughout, those clay cups kept reminding me of something essential. It's not just grand policies that change the world; it's the accumulation of small, conscious choices. Walking out of his office, I had this one thought in mind, maybe change is possible- one mitti ka bartan at a time😄 All you need is intent! The Right One!✨ P.S.
