Tendering tip of the day... Always qualify your tender! When submitting a tender, whether a client's BOQ or your own, your submission should always include your qualifications and T&C's. This is the commencement of your negotiations for this project! You should express clearly what's included, what's excluded and any assumptions you have made. And you should always express clearly the payment terms you will accept, how long your quote remains open for acceptance and what you're expecting your client to do/provide for you. This is not to catch anyone out in the future, quite the opposite; it's to explain in detail that your quote is subject to x, y & z. If your client's QS doesn't read or understand this, make a point of highlighting and clarifying anything in a mid-tender meeting! **Please note: The quantities provided on the document are provisional. The Subcontractor will take full responsibility and accountability for quantities.** This is a comment I often see on Tender Enquiries which are issued with a BOQ. Please be very careful of this; this could really catch you out. In my experience, lots of Subcontractors will complete the BOQ without having done their own measure, expecting the quantities are the risk of the Main Contractor, only to later find out they've signed up to a lump sum contract. So... If you have been issued a BOQ by a Contractor and haven't carried out your own check on the quantities contained within, make sure you're on a re-measurable contract. OR Disregard the issued BOQ and carry out your own measure ensuring compliance with their Scope of Works (with some contingency) and you can sign up to their lump sum contract. BOQ or Drawings and Spec? I seen an interesting post last week regarding Tender Analysis, where the question was raised; How long does it take to carry out a Tender Analysis? Obviously there are many variables, such as size of tender, complexity of tender etc. One important point I would argue that greatly reduces the time required to carry out a comprehensive Tender Analysis is to produce and issue a BOQ to the tendering parties. You then take a lot of the important variables out of the equation, such as quantities and individual interpretation of the design information and scope. You might still get some exclusions but these should be pretty obvious by reading your priced BOQ. How do you like to tender? With a traditional BOQ or drawings and spec? Disadvantages of BOQ If the estimator is inexperienced, it may be misleading. BOQ must be prepared correctly; otherwise, large arithmetic errors may prevail. It is only suitable for the usual procurement system. BOQ preparation lengthens the documentation process, which may increase the project cost. A qrcode could be the solution; it may provide quick access to detailed information about specific building materials, equipment, or installation instructions.
