The National Transport Commission (NTC) has revealed its proposed new penalties under the Heavy Vehicle National Law (HVNL) after conducting a comprehensive review of 349 offenses. The HVNL Penalties Review involved evaluating all monetary penalties, demerit point amounts, and the ‘infringeability’ to guarantee that the HVNL aligns with risk levels and is proportional to potential harm. In this review, the NTC scrutinised 349 offences and recommended increasing 50 penalties while decreasing 21 penalties.
