How Los Angeles Is Approaching Homelessness A conversation with the Times reporter who wrote about Mayor Karen Bass’s flagship program to solve homelessness. By Soumya Karlamangla About 171,000 people living in California are homeless, a total that has grown significantly over the past decade. If you live here, this has surely not gone without notice, as encampments have popped up on sidewalks and in public parks across the state in recent years. Though California accounts for 12 percent of the nation’s population, the state is home to 30 percent of all homeless people in the United States. My colleague Jill Cowan recently wrote about a new program spearheaded by Mayor Karen Bass of Los Angeles that’s aimed at eliminating the most visible encampments in the city. Bass took office in late 2022, and the program, Inside Safe, is at the core of her efforts to solve homelessness. The program provides motel rooms for homeless residents who agree to leave encampments, a shift from sweeps in which officials clear encampments and force people to leave. But while Inside Safe has moved more than 2,100 people into shelters, only 400 of them have since moved into permanent housing. That’s drawn criticism that the program is only a short-term fix and perhaps more for optics than helping Angelenos most in need. I spoke to Jill about her article and her reporting, which spanned more than a year. What's the leftist preoccupation with homelessness? They don't just call attention to homelessness. They seem to celebrate it. Perhaps that's why they make it easy for the homeless to sit out in the streets, ruining parks and sidewalks and neighborhoods. Any property owned or managed by the government -- if it's a left-wing city or town, you will find homeless. It started on a large scale in Seattle. It spread to other leftist cities. San Francisco is littered with homelessness. Las Vegas is filled with feces, I'm told. California beaches are increasingly an uninhibited place to be homeless. Even smaller scale cities like Louisville, Kentucky, are starting to have tent cities. Why do leftist local governments not just permit it -- but celebrate it? They're not concerned about the well-being of the homeless. If so, they'd push for shelters, not for tent cities and the ruining of civilization represented by such spectacles. No leftist wants a tent city in his front yard -- nor in view of his house. If such a thing happened, it would be addressed immediately, assuming he has the right political connections, which nearly all well-off leftists do. Judge for yourself what motivates the encouragement and celebration of homelessness by leftist activists, mayors, governors and judges. Whatever the motivation: It's not concern for the homeless.

Village's core belief is that the single largest cause of homelessness is a profound catastrophic loss of family. In their master planned community, every aspect is designed around community and family. Community First! Village provides affordable, permanent housing and a supportive community for men and women coming out of homelessness. "Housing will never solve homelessness, but community will." This statement was made by Alan Graham, the Founder of Mobile Loaves and Fishes and the lead visionary behind its Community First! Village. Housing First and the concept of Tiny Homes for the homeless have been the leading topics of conversation on how to provide stable housing to address homelessness. Simply providing housing is not sufficient on its own to address the complex issues faced by homeless individuals and families. Both initiatives require additional support services that often may not be enough. But Community First! Village takes it one step further with its Community First housing approach. Illinois Governor J.B. Pritzker is prioritizing efforts to combat Black homelessness in Illinois with a proposed $50 million budget increase. This initiative, based on a recent report, targets significant disparities by providing rental assistance, legal aid, and new programs. The report, a collaboration between state agencies and UIC's Institute for Research on Race and Public Policy, highlights that Black individuals in Illinois are eight times more likely to experience homelessness than white individuals. Governor Pritzker emphasized at a UIC event that homelessness stems from historical discrimination and structural barriers, reflecting a commitment to collaborative solutions across sectors. Christine Haley, Illinois' homelessness chief, underscores ongoing efforts to address disparities, with state leaders committed to dismantling the Black-white homelessness gap through Pritzker's proposed budget. Erie County answers the challenge to eradicate homelessness within our borders with outside of the box thinking and cross community collaboration like never before. Our "Streets to Stability" program outlines a no wrong door approach and no one size fits all solution to meet the needs of the unhoused as they are, where they are. Filling gaps in social services to prevent homelessness before it happens. Keeping families and individuals in housing through vouchers, blended case management and workforce training opportunities. The renovation of our community corrections building into a community resilience center providing a place for any individual seeking housing, resources, and other services to obtain stability. The begining of phases of constructing a tiny homes village utilizing labor of trade school programs and students incarcerated at our County prison to teach trade skills for in demand jobs while giving back to society. These ideas among many more are all a part of a long term strategy to address homelessness in Erie County to ensure no resident is faced with losing housing and taking steps backward away from stability. https://lnkd.in/eRQrD8pZ

"...The most effective way to end unsheltered homelessness is to provide stable, affordable housing with case management, voluntary mental health and substance use treatment, and employment services. In Athens County, we offer a robust range of services and programs, but our efforts are hindered by the fact that we lack an emergency shelter. As a community, we are seeking to tackle this need head on, through a coalition of community stakeholders including representation from the behavioral health system, health department, libraries, philanthropic sector, local government, domestic violence shelter, Ohio University, and more. We are pursuing efforts in advocacy, education, fundraising, and identifying innovative solutions that span the housing continuum.
