Council-owned housing companies will build almost 12,000 homes over the next five years. Yesterday at UKREiiF we had the opportunity to celebrate this. We joined Herts Living, OX Place and Treveth to discuss opportunities, differences and shared hopes for the future. Latest research shows 94% of local authorities do housing provision in some way. And 30% use council-owned land for housing, albeit in different ways. So, what unites the 15 council-owned housing development companies currently building in our towns and cities? We think it’s a clear drive to support our region’s most pressing priorities. And the need is urgent. The Bartlett School of Planning UCL Professors, Janice Morphet and Ben Clifford, say 85% of councils reported rising homelessness in their area in the twelve months to August 2023. And £1.7 billion is being spent across the country on temporary accommodation. A few of the takeaways from our sterling panel were: ✅ LA-owned housing companies need clear objectives – to make sure you meet the specific need of your city / town / region. ✅ You need a clear and strong governance structure. ✅ It helps if the company structure if flexible from the outset – so you can pivot if needed to address your LA’s priorities. ✅ Building support across your council’s political spectrum certainly helps get homes built, and therefore meet your town / city’s housing needs. “Faith Housing Alliance is encouraged by today’s announcement, outlining how the Minns government will commence action to address the housing crisis by scaling up supply and fast-tracking approvals. Up to 15% affordable rental housing in accelerated precincts could see more than 7,000 new affordable homes delivered over 15 years and, most importantly, will be permanently retained. Faith Housing Alliance has been advocating for the NSW Government to rapidly scale up the supply of social and affordable rental housing and, secondly, to establish a State-led integrated planning pathway to accelerate and sustain development in partnership with local councils – today’s announcement demonstrates that the Premier is listening and will act. However, with more than 57,000 households on the social housing waitlist, the most vulnerable community members will still be waiting for a home. Increased densities should deliver benefits for the whole community. And targets to deliver 75,000 new homes each year under the National Housing Accord will require further considerable action. Following the declaration of a housing emergency in Edinburgh last year, a report to the housing committee on February 27 has warned if costs continue to rise, the number of homes that can be delivered will decrease. NSW Housing Agencies, Homes NSW and Landcom will receive faster approvals for new social and affordable housing developments under a state-led rezoning pathway, which was announced today. The NSW Department of Planning, Housing and Infrastructure will accelerate strategically important rezonings to deliver social and affordable housing, with the process managed by a dedicated delivery team. Minister Paul Scully highlighted: “All applications using this pathway will still need to meet eligibility criteria including their alignment to the State and Commonwealth housing commitments.” Minster Rose Jackson said: "This is another important step in rebuilding the housing system in NSW. We need to expedite the delivery of more social and affordable homes and not have applications held up in unwieldy and complicated planning rules that don’t deliver homes for people in need.” Support for Community Housing Providers to remove barriers in the planning system will be provided through a pilot Community Housing Concierge Program, soon to go live with 20 CHPs participating. Anticipating the success of the new rezoning pathway and the concierge pilot, we'd like to see streamlined planning processes and support extended to all Community Housing Providers as they work with governments to rapidly increase the supply of new social and affordable housing. #buildsocialhousing #affordablehousing #housingcrisis

Last month, Dandara Living’s Planning Director Rachel Allwood took part in Property Week's ‘Can BTR help solve the housing crisis?’ panel, discussing the various opportunities and challenges faced in the sector. “There are challenges across the board,” Rachel explains, “whether you are talking about BTR, build-to-sell, affordable or single-family homes, they are all affected by land availability, planning constraints and political issues. In San Diego, the challenge of affordable housing continues to grow. According to the California Housing Partnership’s 2022 Affordable Housing Needs Report, local renters need to earn $43.33 per hour to comfortably afford the average monthly rent, following a steep 13.7% increase in rent prices from 2020 to 2021. Additionally, San Diego faces a shortfall of around 90,000 homes, as homebuilding hasn’t kept up with the rising population. Connecticut faces a housing crisis, prompting a search for innovative, equitable solutions. A promising approach is establishing Cooperative (Co-Op) neighborhoods within Community Land Trusts (CLTs).
